Event Description

The 35th National Conference On Social Work And HIV/AIDS

EARLY BIRD REGISTRATION

January 9, 2023-February 19, 2023

Join the Professional Association of Social Work and HIV/AIDS and Collaborative Solutions, Inc in person or online for the 35th National Conference on Social Work and HIV/AIDS on May 24-27, 2023.  The theme for the 2023 conference is 35 Years Strong: How Social Work Will End the Epidemic. Social workers know that HIV and AIDS are not merely health issues but are often a result of poverty, racism, homophobia, and stigma. We will not see an end to the HIV and AIDS epidemic without addressing the systems and policies that perpetuate social injustice and continue to contribute to health inequities.

Collaborative Solutions, Inc. (ACE Provider Approval #1548) is approved to offer social work continuing education by the Association of Social Work Boards (ASWB) Approved Continuing Education (ACE) program. Organizations, not individual courses, are approved as ACE providers. State and provincial regulatory boards have the final authority to determine whether an individual course may be accepted for continuing education credit. Collaborative Solutions, Inc. maintains responsibility for this course(s). ACE Provider Approval Period: 05/16/2021 – 05/16/2024. Social workers participating in this conference receive continuing education credits.

Details
The Use of RWHAP funds for attendance at the NCSWH is an allowable activity for RWHAP Parts A, B, C, and D, the AIDS Education and Training Centers (AETCs), and Special Projects of National Significance (SPNS), in accordance with applicable language outlined in the Notice of Award (NoA).

RWHAP grant recipients who plan to use administrative dollars to attend this conference should consider the following issues:
  • How will attendance at this meeting help address the goals of the National HIV Strategic Plan and/or the Ending the HIV Epidemic Initiative?
  • How will attendance at this meeting help enhance the administration of your RWHAP grant and assist in improving HIV service delivery in your service area, jurisdiction, or community?
  • Do you have sufficient funds for the administrative expense of this meeting and for another HRSA HAB  sponsored meeting you have or will be asked to attend this fiscal year?
If your response to these questions demonstrates that attendance will benefit your RWHAP work and you have the administrative funds for the expense, we encourage you to attend the conference. RWHAP Part A and Part B grant recipients can also work with their local sub-recipient organizations to determine whether the use of administrative funds to attend the NCSWH is an allowable expense. If you have any questions or concerns, please do not hesitate to contact your HAB project officer.

The use of HOPWA Grant Funds for Participation at the 2023 National Conference on Social Work and HIV/AIDS. The purpose of this memorandum is to provide guidance to recipients of the Housing Opportunities for Persons With AIDS (HOPWA) formula and competitive grants on the use of HOPWA grant funds to pay for the cost of grantee or project sponsor staff attending the 2023 National Conference on Social Work and HIV/AIDS.

ELIGIBLE COSTS
Participation in the 2023 National Conference on Social Work and HIV/AIDS may be charged to a grantee’s HOPWA award, as the conference promotes the use of best practices and research to inform the design of effective HIV/AIDS housing and service programs that improve housing stability and health outcomes of low-income persons living with HIV/AIDS. Reasonable costs of participation in the event, including costs for travel, lodging, and meals, may be applied to HOPWA accounts, if incurred in accordance with applicable regulations. HOPWA grantees and project sponsors should pay attention to 2 CFR 200.432 and §200.475 in applying the costs for participation in the conference to HOPWA accounts.

Grantees may use the following standards for allocating costs to program activities:

(a) For HOPWA grantees and project sponsors, the reasonable costs of participating in this event can be allocated to the administrative costs, supportive services, and resource identification line items. Administrative costs are associated with the management, oversight, coordination, and evaluation of HOPWA grants and are subject to the established limitations under 24 CFR 574.300(b)(10). Appropriate supportive services, as required by 24 CFR 574.310(a), must be provided as part of any HOPWA-assisted housing and may also be provided to eligible persons independently of any housing activity. A list of eligible supportive service activities can be found at 24 CFR 574.300(b)(7). Per 24 CFR 574.300(b)(2), resource identification is associated with efforts to establish, coordinate, and develop housing assistance resources for eligible persons; and

(b) Grantees and project sponsors may use other non-HOPWA sources for any or all of these costs and may report these as leveraged other resources in supporting program objectives.

QUESTIONS
If you have any questions about the use of HOPWA funds for participation in the 2023 National Conference on Social Work and HIV/AIDS, please contact the Office of HIV/AIDS Housing by email at HOPWA@hud.gov.
