POSITION QUALIFICATIONS

An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: five years of experience in a wastewater laboratory or equivalent training and education. Demonstrable ability or training to supervise others.

Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.

LICENSURE OR CERTIFICATION REQUIREMENTS

Class III Wastewater Operator’s License, or a Bachelor Degree in Biology or Chemistry will be equivalent to the wastewater license.

Class II Laboratory Analyst License.

DISTINGUISHING JOB CHARACTERISTICS

Under direction, supervises and coordinates Wastewater Laboratory and ensures tests and documentation comply with EPA requirements and quality standards.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Supervises and coordinates Wastewater Laboratory operations. Schedules lab testing and sampling and supervises lab staff in performance of job duties and responsibilities. Maintains laboratory and test quality control and assurance. Prepares and implements chemical hygiene plan for laboratory.
Assigns lab tests and other work tasks, provides direction and training, establishes priorities, approves leaves and overtime, develops job methods and lab procedures, appraises performance, hires interns, and maintains authority to give verbal and written reprimands. Handles work complaints and problems. Maintains responsibility for ensuring that work is completed in accordance with safe work practices. Selects interns for employment.
Monitors testing procedures and documentation for compliance with EPA requirements and quality standards.
Analyzes water samples for metals. Performs NPDES tests.
Tracks laboratory supply inventory levels and monitors laboratory costs for adherence to approved budget.
Inspects lab equipment and ensures proper maintenance and condition.
Implements and directs new testing methods. Monitors regulations and prepares updates to laboratory procedures.
Prepares ByPass, Health Department, Plant Operating, Sludge, Industry, County billing/surcharging, and other reports. Maintains test analysis results and records. Prepares reports, graphs, temperature charts, and industrial user bench sheets.
Interprets laboratory data to identify potential or existing plant operation problems. Confers with Wastewater Superintendent, plant operating personnel, and others to discuss plant adjustments to resolve problems. Interprets industrial waste test results.
Receives complaints from the general public.
Upkeep of all SDS books/sheets in the plant.
Working Supervisor that collects samples for laboratory analyses at various locations.
Keeps track of Risk Management Plan.
Maintains safety program. Scheduling training events.
Gas monitor calibration.
May conduct tours of facility or speak before the public.
OTHER DUTIES AND RESPONSIBILITIES

Conducts laboratory tests in absence of Lab Analyst or to help meet workload.

SCOPE OF SUPERVISION

Wastewater Laboratory Analyst, Interns.

EQUIPMENT OPERATED

Dry oven, muffle furnace, incubator, fecal water bath, spectrometer, ISE meter, stir plate, dishwasher, analytical balance, auto clave, scales, atomic absorption spectrometer, DO meter, microprocessor, auto samplers, timers, pipettors, heat plates, burners, and other laboratory equipment. Two way radio, pick-up truck. General office equipment.

CONTACTS WITH OTHERS

Lab Analysts from other Municipalities, general public, County Sanitary Engineer, sales and service representatives, Muskingum County Health Department, Ohio EPA, County Sewer employees.

WORKING CONDITIONS

Good working conditions but with exposure to hazardous and toxic chemicals related to wastewater testing. Employee must exercise safety precautions due to exposure to heat, airborne contaminates, biological wastes, acids, bases, carcinogens, chemicals, flammable substances, oil, and grease.

While performing duties of this job, the employee frequently stands and sits for extended periods of time and uses hands to hold and control laboratory equipment. Vision demands include close, relatively detailed vision with the ability to adjust focus when visually evaluating test results. Occasional lifting of 50 lbs. or less.

Laboratory procedures, methods and equipment.
Wastewater treatment methods.
Chemistry.
Laboratory testing methods (POTW and industrial).
Microbiology.
Laboratory hazards and safety precautions.
EPA wastewater quality standards and control.
Mathematics including basic algebra.
Supervisory principles.
Ability to:

Apply supervisory principles to practical work situations.
Communicate effectively.
Define problems, collect samples, conduct tests, and draw valid conclusions.
Develop and maintain effective working relationships with associates, industrial users, and general public.
Skill in:

Conducting laboratory tests.
Maintaining test records and preparing reports.
Use of laboratory equipment.
Analyzing and interpreting test results.
Comprehending and implementing laboratory procedures.
Proficient in job software including Microsoft Word/Excel.
Proficient in navigating OEPA, eDMR/eBiz website.
