THE POSITION
Responsible for planning, organizing and coordinating the management and operation of more than one wastewater treatment process. Ensures unit process activities result in regulatory compliance. Provides technical assistance to plant personnel and engineering staff. Assists with unit process modifications and start-ups. Develops and prepares reports for internal and external uses. Performs other duties of a similar nature as may be required.
ESSENTIAL FUNCTIONS
- Organizes and allocates resources (people and materials) to ensure efficient coordination of operation and maintenance activities of more than one wastewater treatment process to achieve designed operational results. Makes recommendations for improving operation and efficiency of plant process(es). Ensures sampling activities are performed correctly. Maintains records and prepares reports.
- Sets priorities for daily work activities. Directs unit process and maintenance activities to achieve compliance with the Sewer District and regulatory guidelines. Collaborates with team to ensure effective coordination of interrelated processes and fosters positive working relationships across the organization, as well as with vendors and consultants.
- Provides technical assistance to maintenance personnel on specialized work assignments, such as troubleshooting problems with equipment. Conducts comprehensive equipment and unit process training, including ongoing refresher training for operations personnel. Creates and updates Standard Operating Procedures (SOP) for new equipment.
- Provides technical instruction to wastewater operators on unit specific plant processes. Assists in the administration of the operator training program by delivering hands-on training surrounding multiple plant-specific operational units. Determines operator competency and preparedness for unit sign-off following training evolutions.
- Reviews and evaluates unit process performance for efficiency and quality and recommends modifications. Examines equipment malfunctions and unit process upsets. Develops operating guidelines; monitors levels of material inventory, such as chemicals and fuel and coordinates delivery and the shipment of process area chemicals and residuals. Recommends the purchase of tools, materials, supplies and parts. Coordinates necessary stock item inventory levels with the storeroom and ensures parts are available for emergency maintenance.
- Determines necessary unit process adjustments within established operational guidelines. Reviews logs, analyzes operating and laboratory data and monitors wastewater processes to identify issues, ensure proper system operation and verify effective work performance.
- Exercises sound judgment by making informed decisions following thorough evaluation, including under time constraints and emergency conditions; determines appropriate courses of action, equipment and material purchases and matters affecting employee welfare and responds to emergencies as needed.
- Plans short- and long-term objectives that meet operational goals. Assists in managing and prioritizing the repair of process area assets. Maintains detailed records of process area performance and efficiency and prepares related reports.
- Leads, develops and engages the plant process team; oversees selection and promotion processes; provides coaching, mentoring and performance management; evaluates performance, delivers constructive feedback, documents and addresses disciplinary issues and takes corrective action as needed; fosters positive morale, resolves disputes and maintains staff discipline; establishes and enforces safe work practices; and manages timekeeping, including approval of hours worked and leave requests within the Human Resource Information System.
- Promotes achievement of work objectives by fostering collaboration among employees, shift crews and departments and effectively manages continuous change.
- Observes safe work practices.
- May serve as Shift Supervisor or Shift Manager in their absence.
- Performs other duties of a similar nature as may be required.
Pay Range: USD, Commensurate with Experience
$72,701 - $90,875

Qualifications:
MINIMUM JOB REQUIREMENTS
EDUCATION
- Candidate must possess a bachelor’s degree, preferably in Business, Engineering or a closely related field.
- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.
EXPERIENCE
Five (5) years of wastewater treatment plant operations experience is required. Supervisory experience is preferred. Experience working with Collective Bargaining Union workforce and contractors preferred.
OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.
- Candidate must possess a valid Class III Wastewater Works Operator Certificate.
KNOWLEDGE, SKILLS AND ABILITIES
- Candidate must possess effective oral and written communication skills.
- Project management, leadership and motivation skills are needed in order to maintain effective working relationships.
- Demonstrated ability to organize resources, set priorities and apply analytical, critical thinking and complex problem-solving skills.
- The ability to apply logic and reasoning to identify and analyze the strengths and weaknesses of existing processes, alternative solutions, conclusions or approaches to problems and make effective decisions is required.
- Candidate must be proficient in Microsoft Office Suite.
PHYSICAL AND MENTAL REQUIREMENTS
During the course of performing the essential functions of this position, the employee must be able to analyze, communicate, comprehend, coordinate, make decisions, possess general intelligence, interact, interpret, negotiate, possess numerical intelligence, organize, problem solve, have resilience and perform tasks. Physical work will need to be performed, such as balancing, bending, climbing, crawling, crouching, driving, feeling, kneeling/squatting, reaching, sitting, standing, talking, typing and walking. Repetitive movements will need to be performed such as simple grasping, power grasping and fine manipulation with one or both hands. Ability to pull up to 20 lbs. on a continuous basis and lift from floor to waist up to 60 lbs. on an occasional basis may be necessary. Position will require visual demands of accommodation, color vision, depth perception, far acuity and near acuity. Ability to withstand extremely loud noise exposure for fifteen minutes or longer on an intermittent basis is required. Exposure to environmental conditions such as respiratory hazards, outdoor work, vibrations, wet/humid conditions, work around large machinery and work at heights is encountered in this position.
