JOB SUMMARY: Performs as an electrician, oversees and evaluates all electrical work completed by municipal employees assigned to perform such tasks; Remains in compliance with the employer's Electrical Contractor License and the State of Michigan Electrical Codes; Prepares permit applications and maintains records for municipal electrical work; and performs related duties as required. Performs in assigned department or overlaps as required in other areas of the City. Master Electrician License must be maintained with the City and no other entity.

SUPERVISION RECEIVED: By the Streets/Parks Superintendent, WWTP Superintendent, Transportation Director or another designated official.

ESSENTIAL JOB FUNCTIONS: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks the employee may be expected to perform.)
- Serves as a municipal agent assigned to oversee electrical work done by city electricians in compliance with the City's Electrical Contractor License and the State of Michigans' Electrical Codes.
- May Install, repair, and maintain all electrical devices and systems, traffic signal components, electronic process instrumentation and variable frequency drives.
- May coordinate and advise on electrical work at the Wastewater Treatment Plant, and Lift Stations.
- Performs preventive maintenance on all types of electrical devices, conducts, electrical tests, and troubleshoots electrical failures.
- Coordinates interdepartmental electrical work activities for a municipal government.
- Prepares, obtains and maintains records for items such as electrical permits/certifications, electrical equipment maintenance activities, and wiring diagrams for municipal equipment and devices.
- May oversee the work of Electrical Helpers, Industrial Electricians, Electrical Journeyman and Electrical Apprentice.
- May perform all of the following including; visual inspection, routine maintenance, and manual labor in maintaining the airport sidewalks, curbs, medians, grass areas, buildings/facilities, lighting, runways, and taxiways, parking ramp spaces, fences and gates. Paint pavement markings, T-hangers, T-shades, and buildings. Visually inspect runways and taxiways for surface defects and complete repairs as needed. Participate in snow removal and ice control activities. Operate power driven equipment to mow, trim and weed grass and adjacent areas. Perform rough carpentry work necessary to maintain airport buildings, facilities, and grounds. Maintain and Repair airport lighting systems. Make general repairs to plumbing, windows, drains, sprinklers and other building systems, assist in grading and earth moving work, and install and repair fencing.


Qualifications:
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
Expected to perform the following or it is a critical part of the position: Standing, sitting, walking, Driving vehicles and heavy equipment, climbing, pushing or pulling, lifting (0 50 lbs.),bending, squatting hand dexterity (grasping, holding, repetitive movements), reading, writing, eye-hand coordination, seeing (near and/or far, color, depth perception), working alone, overtime, keyboarding, inside and outside.
ENVIRONMENT: Working at considerable heights, use of telephone, electrical hazards; including hazardous machinery and high voltage, wet surroundings, loud noises, high and low temperatures and working at night.



MINIMUM QUALIFICATIONS FOR EMPLOYMENT:
- Graduation from high school or possession of a GED equivalent supplemented by course work in high-voltage electricity and electronics.
- Licensed as a Master Electrician by the State of Michigan or one of its political subdivisions, as applicable.
- Ability to acquire certification(s) and/or license(s) that may be necessary to oversee repair and construction of municipal signal and/or electrical systems.
- Two (2) years responsible professional experience working as a Licensed Master Electrician or Four (4) years responsible professional experience working as a Licensed Journeyman Electrician with equivalent demonstrated working experience in applicable environment. Journeyman Electrician must obtain the Master Electrical License within six months of hiring date.
- Two years of experience in electrical theory as it applies to all types of high/low voltage electrical systems.
- Thorough knowledge of all types of electrical safety practices and procedures, and associated occupational hazards.
- Skilled in the use of all tools and equipment required to perform professional electrical work.
- Ability to read and interpret complex electrical wiring diagrams.
- Ability to analyze, diagnose and explain complex electrical equipment failures.
- Ability to establish and maintain effective working relationships with the public and other employees.
- Ability to utilize PC operating systems including word processing and spreadsheet products effectively.
- WWTP requires considerable knowledge in programming and troubleshooting on Programmable Logic Controls (PLC), Supervisory Control and Data Acquisition (SCADA), and troubleshooting of Motorola Radio Control Systems (MOSCAD) along with four years experience in Control Processes. Must stay knowledgeable on all successor equipment.
