Under general supervision, evaluates, selects, and applies standard engineering techniques, procedures, and criteria, using judgment in making some substantial engineering decisions related to the operation or construction of storm drain, sanitary sewer, water system and/or lake level systems. Updates capital improvement plans and coordinates projects related to the various systems and facilities. Perform data analysis and prepare technical reports for the asset management programs associated with the utility systems.

Assignments have specified objectives requiring the investigation of a limited number of variables and some devising of new approaches to problems. When in the field, is alert to safety hazards. Utilizes current county-wide and/or department specific software to complete assignments.

When Assigned Project Management or Plan Review and Permitting Duties:

Reviews consultant prepared design drawings, indicating basic design corrections and prepares technical specifications. Also reviews engineering plans for compliance with numerous regulatory acts. Assists in the evaluation of contract bids, makes recommendations to higher level engineers regarding feasibility studies, and assists in the management of large?scale construction projects. Uses construction inspection report data to prepare payment estimates as a recommendation for payment of contractors. Utilizes current county-wide and/or department specific software to complete assignments.

When Assigned Maintenance or Operation Unit Duties:

Provides an engineering overview of planned maintenance activities with crew supervisors and coordinates facility upgrade activities through higher level civil engineers. Plans, coordinates, directs, and supervises all operations and programs related to the assigned facility in compliance with Michigan Department of Environmental Quality (MDEQ) regulations and related requirements. Utilizes current county-wide and/or department specific software to complete assignments.

Employees of this classification are required to be available for operational problems, equipment emergencies, widespread storms, power outages and other operations and maintenance emergencies as deemed necessary by management after normal working hours, weekends and holidays. Also, employees in this classification are assigned On-Call duties as required by management.

Qualifications:
1. Have a Bachelor's Degree in Civil Engineering or closely related engineering degree from an
accredited college, university, or technical school; AND

2. Have passed Part I of the Professional Engineer's Examination; AND

3. Have had two (2) years of full-time professional engineering experience.

NOTE: For positions in the Sewage Treatment area, at least one (1) year of the above experience must have been in the wastewater treatment or combined sewer overflow retention treatment basin area. For positions in the Sewer Maintenance area, at least one (1) year of the above experience must have been in sewer maintenance.

NOTE: A Master's degree in Civil Engineering or related field from an accredited college, university, or technical school may be substituted for one year of the experience requirement above.

4. Possess a valid motor vehicle operator's or chauffeur's license.

5. Pass the complete examination, including the employment medical, established for this class.

6. Successfully complete the six month probationary period.
