Role Summary
Support the financial function for 30+ funds with various financial requirements including accounting, budgeting, payroll, accounts payable/receivable, capital improvements funding, revenue and expenditure reporting, and rate analysis. Perform advanced financial and economic analyses and research. Recommend improvements to Service Area budget and operational systems, provide expertise on ad hoc assignments, and support the organizational strategic plan.

Essential Duties
• Manage the Public Services Area budget development process including the capital budget
• Monitor budget performance for the entire City and create unique management reports as required
• Supervise public services finance positions along with support staff
• Report Public Services revenue and expenditures on a monthly basis
• Work with operating management to recommend operational adjustments based on status of revenues and expenditures
• Support the development of the City's strategic and long-term financial plan
• Drive continuous improvement in financial reporting within the various Service Units
• Prepare quantitative reports for operating management and support development of Council resolutions as needed
• Recommend changes to Service Area financial policies and procedures, systems, and standards
• Conduct special studies, and prepare detailed financial analyses, statistical complications and narrative reports
• Responsible for ensuring compliance with financial reporting and legal requirements in the allocation of municipal funds
• Determine availability of funds and what rate increase(s)/consequences could be expected based on use patterns and cost relationships
• Prepare reports and analysis to support Council presentations such as, budget, ordinance changes, and other topics as necessary

Related Work
• Work closely with Finance and other service units financially and operationally
• Demonstrate an understanding of customer service principles and billing for services received
• Study operational problems and recommend changes
• Assist with training plans to enhance organizational knowledge and skills
• Perform other duties as assigned

Qualifications:
Training and Experience (position requirements at entry)
Required:
• Bachelor's degree in a related field (Finance, Accounting, Economics, Business, Public Administration, etc.)
• Experience in Accounting, Financial Analysis, Budgeting, Municipal Government - at least 5 years
• Experience supervising employees - at least 2 years

Preferred:
• Master's Degree in Public or Business Administration or a related field
• Municipal government experience
• Utility cost of service experience

Comments:
Starting Salary Range: $65,000 - $85,000
