Design-Build Institute of America (DBIA) Rocky Mountain Region invites you to a panel discussion about the Building Performance Colorado Program. The Building Performance Colorado Program, per HB21-1286, seeks to comply with statutory requirements regarding performance standards related to energy and greenhouse gas emissions, and modifications regarding energy performance contracts. Our panel will rely on their background and areas of expertise to realistically discuss possible paths forward. This audience of owners, designers, and constructors is the perfect collection of minds needed to engage and suggest possible paths forward. This event is sponsored by the Architecture + Engineering Committee of DBIA Rocky Mountain Region, which continues to promote our goal to promote examples of DBIA Best Practices, emphasize findings of our 2019 Listening Tour, and improve relations with allied professions no matter the project delivery method.

LEARNING OBJECTIVES
  • Understand the benchmarking data requirements on energy use for buildings 50,000 sf in size and larger throughout the State.
  • Understand the goals for this act, per HB21-1286, to achieve a reduction in greenhouse gas emissions of 7% by 2026 (compared to 2021 levels), and 20% by 2030 and as reported in energy benchmarking data.
  • Discuss reporting requirements to include a database of buildings, compliance tracking and list of non-compliant owners, creation of an interactive map with lists showing the energy use and performance data, and collection of annual fees from owners of these covered buildings ($100 per building) except for owners of public buildings.
  • Discuss possible paths forward, what still needs to be determined, and how the A/E/C and Design-Build communities can contribute to the successful execution of the state's goals.
