The Vanessa Rich Program Leadership Award celebrates the legacy of a true visionary, Vanessa Ann Rich.
Vanessa was a courageous leader, a relentless advocate for children and families, and a voice for quality and equity in early education. From her start as a Head Start volunteer in 1965 to her service as Deputy Commissioner for the City of Chicago and Chair of the National Head Start Association Board of Directors, Vanessa dedicated her life to ensuring that all children—especially those from our most vulnerable communities—had the opportunity to thrive.
She inspired those around her to think bigger, work harder, and act boldly in the service of others. As she loved to remind us, “Head Start doesn’t stop on the front porch—it comes all the way into the house.”
The Vanessa Rich Program Leadership Award is presented annually to an Illinois Head Start or Early Head Start program that embodies that same spirit of persistence, creativity, and excellence—programs that not only deliver high-quality services but also lead their communities with innovation, compassion, and courage. This year, we are proud to recognize Two Rivers Head Start in Aurora, IL.

The Supporting Early-Childhood Educators’ Deductions (SEED) Act
The House unanimously passed the bipartisan SEED Act last week, extending the educator expense tax deduction for the first time to early childhood educators so they can deduct the cost of classroom supplies (just like K-12 teachers already can!). It’s a long-overdue step toward recognizing the essential work of our early educators and strengthening the child care sector. |

Farm Bill Package
THe House advanced a Farm Bill package that includes support for rural child care, incorporating provisions of the bipartisan Expanding Childcare in Rural America Act to address the availability, quality, and cost of child care in agricultural and rural communities. |

Farm, Food, & National Security Act of 2026
The House Farm Bill, the Farm, Food, and National Security Act of 2026, H.R. 7567, passed 224–200 on Thursday. The bill fails to reverse the $187 billion in Supplemental Nutrition Assistance Program (SNAP) cuts enacted under the budget reconciliation law, H.R. 1. |

Illinois' Early Intervention (EI) program provides critical services to children under age 3 who have or are at risk for significant developmental delays and disabilities. Recent increases to the state's EI budget have not been nearly enough to ensure equitable access to the life-changing developmental services and supports that EI provides.
Thousands of families are still waiting for the EI services to which they are legally entitled. Service delays are tied directly to the program’s ongoing workforce crisis. EI providers continue to leave the program because the math doesn’t add up. |
