STAFF SPOTLIGHT

FULL CIRCLE AT ADA S. McKINLEY: Parent Becomes Staff Member & College Graduate

At Ada S. McKinley Head Start in Chicago, providing wrap-around services to all of the families served is what is strived for. Here is an exemplary example:

Ms. Tominique Williams came to Ada S. McKinley as a Head Start Parent with no GED. She was soon hired on as a Food- Aid. She then went on to receive her GED.

After receiving her GED, she enrolled in Olive Harvey College to receive her Associate Degree in Early Childhood Education, graduating last December 2025. She was then promoted to Program Assistant because of her credit hours in ECE. So, now she assists in both the classroom and the kitchen.

Tominique is currently enrolled in National Louis University in their Early Childhood Education program as a Junior. She's scheduled to receive her Bachelor's Degree in ECE in the Spring of 2028. All this in the three years she has been with Ada S. McKinley!

The Ada S. McKinley community is incredibly proud of the progress that Tominique has made thus far, proving that their program does indeed strive to support the whole Head Start family.

FEDERAL LEVEL

THIS WEEK IN WASHINGTON: Three Hearings to Follow

Committees are where lawmakers focus on specific issue areas such as education, health, and labor.

Prior to developing policy, committees hold hearings to gather perspectives from non-elected experts, families, educators, and agency leaders, and then review research and data to discuss what’s working and what merits attention. There are three hearings happening this week:

1. Oversight, Education, & Federal Funding Priorities

The U.S. House Committee on Oversight and Government Reform will hold a hearing on March 4, titled “Oversight of Fraud and Misuse of Federal Funds in Minnesota: Part II.”

Digging Deeper - Following an investigation launched in December 2025 regarding allegations that involve federal funds used for social services programs, the hearing will feature testimony from Minnesota Governor Tim Walz and Attorney General Keith Ellison.

2. Education & Workforce Pathways

Also on March 4, the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies will convene a hearing focused on the role of community colleges in meeting future workforce and education needs.

Digging Deeper - The discussion is expected to explore how postsecondary institutions support students and respond to changing economic and workforce demands.

3. FY27 Funding Priorities

On March 5, the House Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies will hold its annual Member Day.

Digging Deeper - During this session, lawmakers testify to their colleagues on the subcommittee about their respective priorities and concerns related to programs funded through the Labor-HHS-Education bill, which includes Head Start and other services supporting children, families, and communities.

ILLINOIS HEAD START COMMUNITY STORIES - A Story Bank of ICE Impact on Head Start

IHSA's new Community Stories is a collection of ICE-related reports impacting the Head Start community. It also demonstrates how Head Start programs are responding to ICE.

The purpose of sharing these stories is to raise awareness and understanding. These stories and experiences help illustrate how broader policies and enforcement practices show up in everyday life for children, families, and Head Start programs.

A FEW EXCERPTS:

Home Visitor Story – Community Trust Broken

Families began canceling home visits following ICE activity in their area. Even documented parents were afraid to open their doors. One parent shared, “We don’t know who to trust anymore.” Years of relationship-building were undermined in a matter of weeks.

"It Was a Very Scary Day" – Multi-Site Impact

ICE activity was reported at two elementary schools, with agents observed outside classrooms and in surrounding neighborhoods. Helicopters circled during a children’s Halloween event. A community member affiliated with a Head Start site was detained nearby in front of family members. Staff described widespread fear and disruption across programs that day.

"He Cries When Sirens Go By" - Child Impact

A 3-year-old boy witnessed his father being detained during a traffic stop. Now, whenever he hears sirens, he hides under tables or starts crying uncontrollably. His teacher said: “He doesn’t understand immigration policy — he just knows someone took his dad.”

POVERTY SIMULATION: Step into their Shoes. See Poverty Differently.

A facilitated immersive experience designed to build awareness of what life is like at the bottom rung of the economic ladder. Participants are assigned to family units and must work together to survive week to week over a simulated one-month period.

Throughout the simulation, participants face realistic scenarios and challenges commonly experienced by individuals and families living in poverty. The experience concludes with a guided group debrief, where participants reflect on what they encountered, share insights, and explore meaningful next steps.

This workshop works best with a large group of participants.
