SENATOR DICK DURBIN HONORED WITH THE ROBERT E. COOKE LIFETIME ACHIEVEMENT AWARD |

At NHSA's Winter Leadership Institute a few weeks ago, Illinois Senator Dick Durbin was honored with NHSA's highest honor, the Robert E. Cooke Lifetime Achievement Award.
Over decades of public service, Illinois Senator Dick Durbin has been a trusted supporter of Head Start and stood with children, families, and the Head Start community.
“Senator Durbin’s leadership embodies the very spirit of the Robert E. Cooke Award,” said NHSA Executive Director Yasmina Vinci. “As he prepares to retire at the end of this Congress, we honor a legacy defined by integrity, partnership, and an unshakable belief in the potential of every child. The Head Start community is profoundly grateful for his decades of service.” |

PARTIAL GOVERNMENT SHUTDOWN: DEPARTMENT OF HOMELAND SECURITY (DHS) |
|
|
Both chambers of Congress are out this week so no movement is expected until the week of February 23 at the absolute earliest.
As expected, the parties in the Senate could not come to an agreement on DHS funding and now the agency will be shut down. Sort of. So much money was appropriated for DHS, and ICE and CBP specifically, in last year's reconciliation bill, that DHS could continue to operate with little or no interruption. Other parts of DHS like FEMA and the TSA might face operational cuts or shutdowns. This partial shutdown does not impact Head Start since Congress already passed a Labor-HHS-Education spending bill. |

PROTECTION FOR HEAD START: Our Asks in These Discussions |

|
IHSA requests that the Department of Homeland Security (DHS) ensure that ICE agents no longer conduct enforcement actions at Head Start programs.
We ask that Congresspeople speak with the DHS and ask them to take the following three steps: - ICE should be barred from entering Head Start classrooms;
- ICE should no longer be allowed on Head Start premises including parking lots;
- ICE should not be allowed to interfere with drop off or pick up.
