The mission of the Chiefs' Council Case Plan Committee is to promote a comprehensive understanding and consistent application of case planning practices, with fidelity, across the Commonwealth of Pennsylvania. To support an evidence-based approach to supervision, the committee seeks to incorporate identified strengths, needs, and responsivity factors—derived from the YLS/CMI and other validated assessment tools—into the case planning process. This process is further strengthened through the implementation of key initiatives of the Juvenile Justice System Enhancement Strategy (JJSES), including Graduated Responses and Motivational Interviewing. The committee provides guidance and support, working to foster statewide consistency through training, education, policy development, resource promotion, and ongoing quality improvement efforts.
