For over twenty years, Pennsylvania has endeavored to clarify and attain the three goals of balanced and restorative justice (BARJ):
1. To protect the community
2. To hold youth accountable for offenses committed
3. To assist youth in developing competencies

The Juvenile Justice System Enhancement Strategy (JJSES) has fundamentally altered the operation of Pennsylvania's juvenile justice system, but our sights remain firmly fixed on the BARJ goals.
Balanced and Restorative Justice Committee Mission Statement: To support and enhance the values, principles, and programs that advance the goals of Balanced and Restorative Justice while employing evidence-based practices whenever possible.
