Eaton County Commissioner Howard T. Spence is a licensed attorney, certified circuit court mediator, and experienced arbitrator who is a member of various arbitration panels including the MERC arbitrator panel, the American Arbitration Association labor, employment law, and commercial panels, and also the FINRA securities regulation panel as a public arbitrator. He has experience in business regulation, occupational licensing law, and employment law.
He also provides management and executive legal training and consulting in related areas as well as training in EEO, diversity, and employment law. He has taught law courses in the University of Phoenix MBA program and was an adjunct professor at one time at Thomas Cooley Law School.
Howard's expertise is in employment relations law and also administrative law. Howard is a graduate of the Michigan State University Honors College, and he has three Masters degrees from MSU in Labor and Industrial Relations, Criminal Justice, and also an MBA from the MSU Broad School of Graduate Business Studies.
Howard is a graduate of the University of Michigan Law School in Ann Arbor, where he earned his Juris Doctor degree in conjunction with another Masters degree in Public Administration from the University of Michigan Gerald R. Ford School of Public Policy.
During a long career with Michigan State government, Howard ran a part of a prison, served as Personnel Administrator for the Michigan Department of Commerce, was Assistant Director for Policy at the Michigan Public Service Commission, and he was also Michigan Deputy Insurance Commissioner in charge of licensing and enforcement for 14 years.
Howard finished his state of Michigan career as an Administrative Law Judge hearing a very wide variety of cases involving occupational licensing, business regulation, insurance complaints, state retirement system disputes, MIOSHA complaints, and wage and hour complaints.
Howard is presently the incumbent Eaton County Commissioner elected to represent residents in Delta Township Michigan. He also represents the Eaton County Board of Commissioners on the Tri-County Regional Planning Commission and on the Tri-County Office of Aging Executive Board. Howard is involved in numerous community, civic and professional organizations. He represents the attorney members of the State Bar of Michigan on the Executive Board of the Institute of Continuing Legal Education based at the University of Michigan.
