The City of Solon Water Reclamation Department is accepting applications for an Operator (I, II, III).
JOB SUMMARY
Under general supervision or direction, performs a variety of duties in controlling the operations of the wastewater treatment facility. Inspects, operates, monitors and controls Water Reclamation equipment and processes to clean, purify and remove harmful domestic and industrial pollution from wastewater in sewage treatment facility. Monitors plant operations through direct observation of processes, instrument and test data, and computer screens. Adjusts processes and regulate flow to achieve efficient, effective treatment of wastewater, to comply with NPDES permit and federal and state regulations and to protect the quality of receiving waters.
PRIMARY DUTIES AND RESPONSIBILITIES
• Duties may include but are not limited to:
• Operates and adjusts processes and/or equipment, including blowers, solids dewatering, disinfection, pump and filters for the treatment of domestic and industrial wastewater
• Observes variations in operational conditions and interprets meter gauge readings, lab data, control panels and performs analytical tests to determine processing requirements in maintaining compliance with NPDES permit, rules and regulations
• Performs a variety of routine maintenance duties; inspects, removes, cleans, lubricates, paints, reinstalls and performs other duties to maintain wastewater treatment equipment and facilities
• Operates the Plant SCADA system in a proficient manner
• Calibrates instruments and equipment
• Collects samples in accordance with the sampling protocols of the department
• Performs routine analytical laboratory procedures such as pH, dissolved oxygen, settle ability test, phosphorous, ammonia and other testing procedures as required by the department
• Must be able to detect malfunctions of equipment and be able to repair or report problems as required by departmental policies
• Ensures a twenty-four (24) hour coverage of plant facility (work schedule may be adjusted to accommodate coverage)
• Maintains a variety of records, including bench sheets, worksheets and a daily operator’s log, relating to the daily, weekly, monthly and annual operations of the facility as determined by the department
• Responds to emergency situations as necessary
• Assists in training and instruction others in the work duties as needed
• Performs routine cleaning and housekeeping duties to maintain an organized work area and facility appearance. Duties may include landscaping, painting, clearing of snow and general labor as directed by the management
• Receives telephone calls from city residents or businesses regarding a variety of emergencies or issues. Collects information for follow up or directs callers to appropriate resources
OTHER TASKS AND RESPONSIBILITIES
• May be responsible for the transportation of sludge and other waste material
• Participates in training is required to perform job responsibilities and to maintain required certifications
• The ability to work nights, weekends and overtime as necessary
• The ability to respond within 60 minutes for emergency situation
• May be required to serve on various city committees
• Performs additional duties and administrative tasks as required
SUPERVISION RECEIVED
Works under the general supervision of the Manager of Lab & Operations or designee.
SUPERVISION EXERCISED
• May lead, direct and review the work of other employees and contractors to the department
• May be required to make coverages for Operations, Maintenance and Monitoring division emergencies
TOOLS AND EQUIPMENT USED
The employee is expected to freely operate the following tools and equipment: motorized vehicles and equipment, dump truck, tractor trailer, tow motor, pick-up truck, snow plow, utility truck, lawn mower, snow blower, edger, leaf blower, generators, pumps, shovel, rake, pick-ax, portable power tools, wrenches, hand tools, electrical detection devices, mobile radio, mobile phone, necessary safety equipment and other equipment necessary to perform assigned tasks.
WORKING ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job the employee frequently works in inclement weather conditions and is exposed to cold, hot, wet and/or humid conditions. The employee frequently works near moving mechanical parts, on uneven or slippery surfaces, in high traffic areas, may work in confined spaces, in high, precarious places, and work in the presence of fumes or airborne particles, toxic or caustic chemicals, potentially infectious bacteria or viruses, risk of electric shock and vibration. The noise level in the work environment is usually moderately loud.
PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job the employee is regularly required to use hands to finger, handle, feel, carry or operate objects, tools or controls, and reach with hands and arms. The employee frequently is required to stand, talk, hear, walk and sit. Specific vision abilities required by this job include close vision and the ability to adjust focus. The employee frequently is required to lift and move items weighing 50 pounds and occasionally up to 120 pounds.
Qualifications:
LEVEL AND TYPE OF EDUCATION REQUIRED
Requires a high school degree or a GED equivalency certificate. May require vocational or apprenticeship training in related skilled trades.
RELATED WORK EXPERIENCE
Requires at least one (1) year of related experience.
SPECIAL TRAINING AND REQUIREMENTS (Certifications, Licenses, etc.)
• Ohio EPA Class I Wastewater Operators certification required or obtained within two (2) years
• Commercial Driver’s License Class B within six (6) months.
• State of Ohio driving privileges (required to drive a city vehicle as needed to perform job)
• Successful completion of confined space entry safety training
• Successful completion of training and certification in the operation of a forklift
• Operator I – Requires certification as a Class I Wastewater Operator by the Ohio EPA or at least two years of experience operating a class 3 or class 4 wastewater treatment plant
• Operator II – Requires certification as a Class II Wastewater Operator by the Ohio EPA
• Operator III – Requires certification as a Class III Wastewater Operator by the Ohio EPA
NECESSARY SPECIALIZED KNOWLEDGE, SKILLS AND ABILITIES
• Principles, methods, tools and equipment used in the operation, maintenance and repair of equipment and machinery common to a wastewater reclamation facility
• Knowledge of and ability to operate a combination vehicle (tractor – trailer) safely, including hooking up trailers, dropping trailers, backing up, etc., on the grounds of the Water Reclamation department
• Ability to establish and maintain effective working relationships with employees, supervisors, other agencies and the public
• Integrity, sense of responsibility and independent judgment
• Knowledge of computer and PLC applications used within the department
• Ability to communicate effectively, both verbally and in writing
• Strength and agility necessary to complete assigned tasks
• Crossover knowledge of other areas in the facility
• Knowledge of relevant local, state and federal regulations
• Identify and implement effective plans and actions to complete assigned work and address any emergency situations
• Exercise independent judgment and initiative within established guidelines
• Analyze and solve complex problems
• Regular, punctual attendance is a requirement of this position
Comments:
This position is Civil Service and a member of the Teamsters Local 436 bargaining unit. The successful applicant will be slotted on Solon’s wage scale based on their certifications and qualifications in accordance with the current collective bargaining agreement with a range of $34.97 - $38.47/hour.
