The Specialist, Procurement focuses on IT by providing leadership in procurement process of Citywide requirements of goods and services including procurement advice, selecting the best procurement methodology, development of bid documents, providing complete procurement oversight, negotiating with suppliers regarding purchase/lease contracts, contract extensions and change orders;
Specialist, Procurement plays a vital role in ensuring compliance with applicable laws and regulations, Trade Agreements, the City’s Procurement By-law, procurement best practices by keeping current on these and seeking legal advice from both internal and external legal counsel. Mediates/facilitates for departments and suppliers in dispute resolution, provides conflict resolution and mitigation of issues that may arise after the contract has been awarded.
 
  • Ensuring corporate wide compliance to the all of the above while ensuring best value for the tax dollars by providing procurement direction, making critical decisions, and risk mitigation (based on best practices and case law), management of procurement processes and auditing;
  • Planning, organizing and implementing the most effective/efficient methods of procurement, keeping abreast of current market trends, commodity pricing, technology evolutions, etc. across organization around innovative options to get best value for the tax $ spent;
  • Contributing in department steering committees / corporate teams to ensure a procurement lens is included and to support long term strategic decision making;
  • Analyzing spend data for compliance to contracts, spending limits, policies, trade agreements/laws, as well as identifying opportunities for efficiencies;
  • Ensuring contract compliance by conducting timely renewals, pricing negotiations, change order management, risk management (insurance, WSIB, etc.), security (bonds, etc.) as well as Vendor performance;
  • Reviewing all purchase requisitions for accuracy and compliance with by-law, policies and applicable trade agreements/laws. Representing the City's interests in Cooperative Procurement (Halton Cooperative Purchasing Group HCPG);
  • Monitoring market/price trends on relevant commodities, analyzing and making recommendations and decisions for best value;
  • Providing procurement a advice on selecting the best procurement methodology/strategy;
  • Managing the electronic Bid Solicitation process through online portal for a completely paperless end to end process.
  • Leading the Bid evaluation process by facilitating and overseeing the RFP evaluation teams and process;
  • Preparing/providing insight in preparing Delegated Authority and Council award reports;
  • Leading negotiation processes on behalf of the City;
  • Mediate and facilitate dispute resolutions between city departments and vendors in various situations;
 
Completion of a 3-year degree/diploma in Business or related discipline; Professional certification or accreditation in the purchasing field, such as Certified Supply Chain Management Professional (CSCMP) or Certified Professional Public Buyer (CPPB); More than 4 up to 7 years relevant experience. IT related procurement experience (an asset)

$92,335 - $115,419 (Grade I)
