This is complex technical work in coordinating the City’s business application systems.
An employee in this class serves as principal analyst overseeing the operation, evaluation, problem resolution, and maintenance for one or more of the City’s business application systems or divisional computer network.
Works under the general direction of division management with considerable opportunity for the use of independent judgment. Work is reviewed for program accomplishment.
Provides daily support and maintenance for one or more of the City’s business application systems. Works closely with vendors to design new applications and resolve problems. Develops and documents workstation configurations and works with other staff to coordinate database and security requirements and changes. Assists users with application and operational problems and report generation. Tests, implements, and coordinates upgrades and changes to application systems. Schedules all on-going maintenance activities for assigned systems and restores databases and other system information as needed. Creates and updates programs, processes, panels, tables, menus and reports as needed. Performs ongoing system monitoring and evaluation to assure proper and efficient operation and license compliance. Uses on-line connections to research and download technical information. May provide analyst support for mainframe or stand alone systems by designing, testing and implementing new programs, installing patches, making program changes and updates; and working with users and vendors to resolve problems. Maintains professional competency and keeps current with technological advances and developments. Performs related work as required.
Qualifications:
Graduation from an accredited college or university with a baccalaureate degree in computer science or related field and a minimum of three years of paid experience in network, database or business application support. The college requirement may be substituted on a year for year basis with related training and paid experience. Specific program language or application support experience may be required based on current vacancy. Possession of a valid State of Ohio driver’s license.
Considerable knowledge of the client/server business applications used by the City including their relationship to operating systems, connectivity to databases and configuration for effective operation. Considerable knowledge of business application troubleshooting principles and methods. Considerable knowledge of the principles and techniques of system analysis and computer programming and documentation. Knowledge of testing and debugging programs and databases.
Skill in diagnosing and troubleshooting business applications system problems and in developing new or modified programs to meet user needs. Skill in reading and understanding technical computer related reference materials. Ability to interact with users to analyze their needs and to resolve complex problems. Ability to translate technical terminology into terms understandable to users. Ability to establish and maintain working relations with persons at all levels of the public and private sectors.
