SALARY: $79,040.00-$119,204.80 REPORTS TO: Wastewater Superintendent
JOB SUMMARY:
Responsible for efficient supervising, planning, scheduling, organizing, and coordinating the maintenance of the stormwater collection system (105 miles of storm mains, 2400 storm catch inlets, 1300 storm manholes, 74 miles of storm ditches, 25 city-maintained retention/detention basins and 340 city-maintained culverts). The Stormwater Supervisor is on call twenty-four hours a day. This role fosters collaboration with various City departments, aids developers and property owners, and promotes public health and safety through effective stormwater management.
ESSENTIAL JOB FUNCTIONS:
The following list of essential job functions is not exclusive or all-inclusive. Other duties may be required and assigned.
• Inspect the Stormwater System daily and supervise the stormwater or other Wastewater Department employees in the efficient and proper maintenance of our stormwater system.
• Inform and consult with the Superintendent regarding all major Stormwater System issues which have been or may be encountered.
• In conjunction with the Superintendent, provide short- and long-term planning and objectives for the Stormwater System including meeting necessary budget requirements, creating schedules and daily allocation of assigned staff.
• Operate and troubleshoot equipment needed to maintain our stormwater system.
• Establish, keep, and supervise the stormwater division records.
• Collaborate with the City Engineer concerning maintenance procedures in the stormwater system.
• Furnish technical advice to department heads, the Mayor and other City officials concerning stormwater problems, techniques and in the design of related public work projects.
• Establish plans for stormwater capital improvements by conferring with City officials, as directed.
• Provide training on a regular basis, both formally and informally.
• Implement best practices for the stormwater infrastructure and preventative maintenance programs and coordinate use of the Computerized Maintenance Management System with the Assistant Superintendent-Maintenance.
• Inspect residential and commercial properties for storm sewer issues and proposed connections.
• Review Storm Sewer blueprints to identify concerns and confirm compliance with existing regulations as well as for private development construction plans.
• Purchasing of tools, materials, equipment, and supplies through approved requisitions.
• Utilize the disciplinary process to maintain discipline in the work environment.
• Make decisions on own initiative and with colleagues to continue efficient operation, and that which affect the welfare of employees.
• Process all reports necessary
• Serve as back up to the Assistant Superintendent-Maintenance as needed.
• Perform any other duties as directed by the Wastewater Superintendent or Mayor.
Qualifications:
KNOWLEDGE, SKILLS, AND ABILITIES:
The Stormwater Supervisor shall have the skills necessary to supervise and assign work. He or she must be able to speak, write, and understand the English language with a high degree of clarity and be able to use a standard phone system in a professional manner. Ability to establish and maintain effective working relationships with subordinates, peers, and supervisors. Ability to exercise sound judgment in evaluating situations and in making decisions. Ability to follow verbal and written instructions. Ability to perform all necessary work and repairs for the Stormwater System including repairs on catch basins and installation of concrete driveway aprons and able to provide instruction regarding the same. Ability to communicate effectively, orally and in writing.
QUALIFICATION, TRAINING, AND EXPERIENCE:
• Must possess a high school diploma or equivalent.
• Must possess a valid Ohio Driver's License and be able to supply own transportation to and from the job sites.
• Must have one (1) year of experience in storm or sanitary sewer maintenance, wastewater treatment plant maintenance or operation.
• Prefer experience with stormwater inlet reconstruction and driveway apron installation.
• Prefer a valid Ohio EPA Class II Wastewater Collection System Operator Certificate or a higher-level certificate issued by the Ohio EPA. If the selected candidate does not possess an Ohio EPA Class II Wastewater Collection System Operator Certificate or higher, he or she must attain certification within 36 months of hire or promotion. Failure to attain certification may result in discharge or demotion.
• Familiar with Stormwater Regulations of Cuyahoga County and North Royalton.
• Must be capable of effective communication verbally, in writing emails and other written correspondence.
• Must have intermediate skills in Microsoft Word and Excel.

While performing the duties of this job, the employee has the ability to work safely; some outdoor work is required in the inspection of various types of real property including walking sewers, wetlands, other developments and construction sites. Standing, walking, use hands and fingers, handle, feel or operate objects, tools, or controls; and reach with hands and arms. Occasionally required to sit; climb or balance; stoop, kneel, crouch, or crawl. Must occasionally lift and/or move up to 50 pounds. Occasionally works near moving mechanical parts or is occasionally exposed to wet and/or humid conditions, or risk of electrical shock, fumes, or airborne particles, toxic or caustic chemicals, extreme cold, extreme heat, and/or vibration. The noise level in the work environment is usually quiet in the office, and moderate to loud in the field.
