Manages staff and performs various technical and administrative functions, including: assisting in developing policies and procedures; investigating and resolving complaints; maintaining various records; assisting in budget development and administration processes; overseeing various construction and/or maintenance functions; overseeing testing and sampling functions; and generating various reports and correspondence.
ESSENTIAL JOB FUNCTIONS: (All responsibilities may not be performed by all incumbents.)
Carries out supervisory/managerial responsibility in accordance with policies, procedures and applicable laws including: interviewing, hiring and training staff; planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; preparing and approving payroll; scheduling overtime; monitoring and approving leave usage; providing safety instructions and policies; investigating grievances and providing information regarding same; and addressing complaints and resolving problems.
Plans, coordinates, assigns, and monitors performance and coaches, counsels, mentors, trains, and advises employees in department for the dual goals of meeting department goals and employee career development.
Assists in developing and implementing various policies and procedures.
Oversees and coordinates public works functions, including: reviewing and analyzing data to assure regulatory compliance; planning system upgrades and/or changes; reviewing system permits and assisting staff in interpreting same; reviewing analysis of facilities process operations and determining needed changes; reviewing equipment defect forms, prioritizing repairs and determining supplier and costs; reviewing and monitoring biosolids disposal analysis; overseeing computer system and other instrument calibrations; modifying computer programs; overseeing facility improvements; inspecting and/or testing facilities and equipment; conferring with contractors regarding assigned projects; maintaining inventory and ordering materials, equipment, uniforms and supplies; estimating project costs; performing various facility and ground maintenance functions; developing project designs; making recommendations regarding capital improvement projects; overseeing construction activities; overseeing special events; maintaining various records; writing work orders; completing purchase requisitions; taking, logging and delivering environmental protection agency (EPA) samples; supplying employees with safety equipment; responding to citizens/patrons and following up on requests, complaints, needs, etc.; investigating and resolving residential and commercial complaints, damage and/or loss claims and other problems; reading and evaluating blueprints; monitoring and evaluating incoming calls; and investigating vehicle and equipment accidents.
Plans long and short range goals, objectives and strategies for the division.
Coordinates administrative functions, including: assisting in preparing and administering the budget; calculating budget requirements; updating records; tracking expenditures; preparing forms and correspondence; creating price structures and bills for services and materials; and assisting in preparing requests for proposal packages by providing technical and historical data and specifications for equipment/facilities and establishing quality guidelines.
Develops and implements computer programs to accommodate record keeping requirements.
Prepares complex, routine and non-routine reports utilizing a variety of software; receives, sorts, and summarizes material for the preparation of reports; prepares work reports; relays and interprets administrative decisions, policies and instructions.
Serves as a liaison and/or member of various committees/teams and collaborates, persuades, presents reports to and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
Ensures quality standards and compliance with regulations are maintained.
Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
Follows up on inquiries from various agencies, groups, media, etc., regarding department programs and services.
Disseminates a variety of information and/or reports to various agencies, division, or departments via telephone, mail, email or FAX.
Serves as Division Manager (OEPA Operator of Record) in absence of same. This includes being within 1 hour of the WWTP while serving.
Performs other related duties as assigned.

Supervision of staff and activities, either directly or through subordinate supervision.
Waste water treatment theory of operations.
Chemical reactions in waste water.

Ability to read and interpret documents such as operation and maintenance instructions, procedure manuals, and so forth.

While performing the essential functions of this job, the incumbent is regularly required to sit; use hands to finger, handle, or feel objects; reach with hands and arms; ascend or descend ladders, stairs, scaffolding and related objects/structures; maintain body equilibrium to prevent falling when walking, standing, crouching, or running on narrow, slippery or erratically moving surfaces; move about on hands and knees; bend body downward and forward by bending legs and spine; speak and hear; use color, sound, shape, texture and odor perception and discrimination; and push, pull and/or lift up to 50 pounds frequently and up to 100 pounds occasionally.
Working Conditions:
Work is performed in an office and in the field exposing the employee to outdoor atmospheric conditions; fumes, noxious odors, dusts, mists gases and poor ventilation that affect the respiratory system, eyes, or the skin; and possible bodily injury from moving mechanical parts of equipment, tools, or machinery, falling from high, exposed places, electrical shock, toxic or caustic chemicals and/or explosions. The incumbent must have the ability to work for sustained periods of exposure to nonweather related cold, hot, and/or humid conditions.
Working time may require irregular hours, shift times, and/or on-call status.
The incumbent's working conditions are typically moderately loud.
Qualifications:
Education and Experience:
High School diploma or GED and Associate’s degree or equivalent from a 2-year college or technical school; and
Five to seven years of progressively responsible related experience; or,
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
Licenses and Certifications:
Valid Ohio Driver’s License with less than 8 points is required.
Must possess a valid Ohio EPA Class IV Wastewater Treatment Certificate: or
Must possess a valid Ohio EPA Class III Wastewater Treatment Certificate and who has applied for and been granted approval for Ohio EPA Class IV Wastewater Treatment Operator Exam, and must obtain the certification within three years of appointment: or
Must possess a valid Ohio EPA Class III Wastewater Treatment Certificate and who has all the requirements to be able to apply for Ohio EPA Class IV Operator Exam and must obtain the certification within three years of appointment.
