The Procurement Services Section provides centralized procurement services to procure goods and services for the OPP in accordance with applicable procurement principles, directives and best practices.

In this important and impactful role, you will:
• Provide expert procurement guidance across RFx lifecycle, including specs, evaluation, contracts, and strategy based on risk and complexity.
• Ensure procurement complies with laws, policies, and trade agreements; monitor compliance, manage risks, and promote value-for-money outcomes.
• Serve as main contact, advising on procurement risks, contracts, and business impacts of sourcing strategies and decisions.
• Conduct market analysis to guide sourcing strategies, supplier selection, and identify innovation or cost-saving opportunities.
• Manage multiple procurements, ensuring deadlines are met and outcomes align with strategic and operational goals.
Mandatory requirements
• Ability to pass an OPP background/ security investigation.
Procurement Knowledge and Advisory Skills
• Comprehensive knowledge of public sector procurement practices, applicable legislation and trade agreements, and how they govern the acquisition of goods and services, contracting, and vendor engagement.
• Proven ability to provide informed advice and strategic guidance to clients, management, and staff throughout all stages of the procurement lifecycle.
• Demonstrated experience supporting needs assessments, specification development, RFx drafting, evaluation methodologies, contract structuring, and vendor negotiations.
• Practical experience with a range of procurement models and methodologies, including Contract A/Contract B, Negotiated RFx, and Vendor of Record (VOR) arrangements.
• Demonstrated skills advising clients on procurement-related risks and the potential business implications of sourcing outcomes.
• Ability to interpret and explain contract terms and conditions, highlighting their operational, legal, and financial impacts to support informed decision-making.
Project and Partner Management Skills
• Proven ability to assess client needs and translate them into well-structured business cases and RFx documentation, ensuring alignment with procurement policies, directives, and applicable guidelines.
• Demonstrated interpersonal skills with the ability to work collaboratively in team environments.
• Demonstrated diplomacy and tact to manage and resolve conflicts, facilitate productive discussions, and maintain positive working relationships with internal and external partners.
• Proven experience representing procurement interests on cross-functional committees and project teams, contributing subject-matter expertise.
• Ability to manage multiple procurement projects and tasks concurrently.
• Ability to adapt to changing priorities while maintaining attention to detail, timelines, and deliverables.
Analytical and Problem Solving Skills
• Demonstrated ability to conduct in-depth research and apply critical thinking to identify, assess, and mitigate procurement-related risks.
• Ability to evaluate complex information and making informed recommendations that support operational and strategic goals.
• Proven experience ensuring compliance with procurement policies, procedures, and legislative frameworks.
• Demonstrated understanding of analytical and evaluative methods to assess procurement performance, identify trends, and develop data-informed sourcing strategies.
• Ability to apply techniques to support continuous improvement and strategic decision-making.
• Skilled in gathering and synthesizing information from diverse sources, including market intelligence, historical precedent, vendor performance data, and regulatory guidance.
• Demonstrated ability to analyze findings in the context of public procurement requirements and propose effective, compliant solutions tailored to specific operational needs.
Communication Skills
• Ability to give clear, accurate, and timely advice to client managers and staff on procurement processes, policies, and requirements.
• Ability to address questions and concerns with professionalism and a solution-oriented approach.
• Proficient in drafting, reviewing, and editing a wide range of procurement-related materials, including RFx documents, evaluation tools, contracts, reports, training materials, presentations, and correspondence, ensuring clarity and adherence to standards.
• Demonstrated ability to work independently with minimal supervision, as well as collaboratively within multidisciplinary teams to support shared goals and deliverables.
