Senior Buyer
Reporting to the Manager of Procurement, the Senior Buyer is accountable for providing guidance, assistance, review and analysis to all operating Departments and Procurement staff, regarding the complete buying function of various commodities and services as well as corporate procurement policies and informing on current and new legislation. The Senior Buyer(s) collaborate with, and support, the Manager of Procurement to elevate the profile of the Procurement Section, adopt leading procurement practices, and lead the Town in improving business outcomes through recognizing and implementing work plans and efficient business solutions.
Key Duties
- Through a centralized procurement function, oversees the development, preparation, issuance, receipt, opening and awarding of competitive bid documents by the utilization of cost effective, efficient processes.
- Ensures the timely creation, issuance and management of bid opportunities including addenda and receiving, opening, and reporting of Bid results;
- Through a continuous improvement lens investigates and implements effective, cost-efficient procurement methodologies;
- Meets with, and acts as a resource to, internal Clients to review and recommend best approaches to procure Goods/Services;
- Provides ethical, professional procurement advice and guidance to all operating Departments, acting as a resource and ensuring compliance to the By-law, policies and legislation while maintaining operational effectiveness;
- Meets with existing and potential Vendors as required to ensure an inclusive environment and open opportunity to Bid on Town requirements;
- Responsible for creating, maintaining and updating training , and procedures;
- Mentors and guides procurement staff in best practices; develops and provides staff and internal client training;
- Provides procurement analysis of best practices, case law impacts, legislative changes, trade agreements, Council directives, corporate initiatives, strategies and plans resulting in special projects requiring extensive research, analysis, recommendations and implementation of process improvements for Procurement Section and Corporation.
- Undertake special research projects, complete highly complex, high value bids or sensitive projects; acts as Procurement Section resource for inter-departmental projects.
Qualifications:
Qualifications/Skills
- University degree in Business Administration or a related field; or a College diploma in Purchasing and/or Supply Chain Management plus a completed professional procurement designation;
- Minimum six (6) years of relevant public sector procurement experience, ideally in a municipal or broader public sector environment, experienced in all facets of procurement, in progressively senior level positions and responsibilities;
- Holds a professionally recognized Procurement designation Certified Professional Public Buyer [CPPB]; Certified Public Procurement Officer [CPPO]; NIGP The Institute for Public Procurement designation [NIGP-CPP]; or a completed Certified Supply Chain Management Professional ([CSCMP] with public sector experience);
- Strong knowledge of legislation, contract law, and trade agreements;
- Experience in supervising, managing and coaching procurement staff;
- Experience training internal clients in procurement process and/or practices;
- Experience in developing and implementing effective procurement policies, procedures, processes, automated systems and various acquisition methods;
- Experience in providing professional advice, assistance, and direction to staff at all levels of the organization;
- Excellent research, strong analytical and problem solving skills;
- Experience in coordinating, planning, scheduling, issuing, opening, analyzing, running consensus meetings, debriefing of vendors, and awarding of all Bid types;
- Experience with developing and monitoring Vendor relationships, including vendor performance, sourcing new vendors/solutions, evaluation, audits, contract management, dispute resolution and contract termination;
- Expert knowledge in all aspects of Purchase Order systems, automated procurement systems, P-card programs, and eBidding platform(s);
- Advanced skills in Microsoft Office (Outlook, Word, Excel, PowerPoint; Teams);
- High level of accuracy and attention to detail required for development, analysis and review of Bid Documents for own projects and others;
- Committed to quality customer service and innovation; demonstrates initiative to improve processes, gain efficiencies and reduce costs;
- Results driven, applying critical thinking to blend technical needs with practical operational requirements;
- Able to think independently and interact effectively, tactfully, courteously with all levels of staff, vendors and public to build cooperative and collaborative relationships.
Nice to Have
- Commitment to continuous learning in Procurement and demonstrates leadership, initiative and teamwork would be traits looked upon favorably.
- Experience with high value construction tendering would be considered an asset;
- Experience in a finance software upgrade or procure to pay system implementation project would be considered an asset.
- Lean training or certification would be an asset.
- Completion of Ontario Public Buyer’s Association (OPBA) Principles Certificate would be considered an asset;
What is Offered to Staff
- Rate of Pay: $84,238 - $105,298 per year;
- Hours of Work: This is a non-union position that works 35 hours per week. The hours of work are Monday to Friday from 8:30 a.m. - 4:30 p.m.;
