JOB DESCRIPTION AND WORKER CHARACTERISTICS:

ESSENTIAL FUNCTIONS OF THE POSITION: (for purposes of 42 USC 12101)
• 50% Safety Management: Responsible to facilitate a workplace that is safe and without risk to health by developing policies, rules and/or regulations that are reviewed regularly, updated, and communicated and provide relevant training for employees; perform safety inspections, audits and checks as are necessary to ensure compliance, and recommends discipline for nonconformance with policies and work rules; documents accidents, performs investigations, prepares and submits reports, and recommends improvements; acts as liaison with external health and safety agencies; chairs District’s Safety Committee.
• 45% Public Information Management: General Marketing; Oversee digital marketing efforts including social media & website. Update & maintain printed materials and displays. Produce content of for digital, print, or other PR materials. Ensure logo guidelines are followed. Oversee purchasing process with PR vendors. General oversight and coordination of all activities related to the District's public image.
Media; Determine media messages and delivery. Writing press releases & media coordination. Work with local media to develop and monitor advertising campaigns.
Monitor media coverage, including social media.
• 5% Addresses and resolves exception conditions, special projects, provides customer service and other duties as required.

OTHER DUTIES AND RESPONSIBILITIES:
• Demonstrates regular and predictable attendance.

MINIMUM ACCEPTABLE CHARACTERISTICS:
• Knowledge of: basic accounting; budgeting; database management; safety practices and procedures; EPA laws and/or regulations; agency goals and objectives; agency policies and procedures; PERRP rules and regulations; water treatment plant operating procedures; water treatment, storage and distribution regulations; utility construction, maintenance, and repair; water distribution systems construction, maintenance, and repair; water distribution principles and practices. Knowledge in public relations (government structure and process). Skill in equipment operations-computer hardware and software, camera, dvd and video producing equipment; Ability to deal with variety of variables in somewhat unfamiliar context, interpret variety of instructions in written, oral picture or schedule form, understand practical field of study-public relations, communications or marketing, interpret extensive variety of technical material in books, journals and manuals, copy material accurately and recognize grammatical and spelling errors, maintain accurate records, use proper research methods in gathering data, prepare and deliver speeches before specialized audiences and general public, originate and/or edit articles for publication, gather, collate and classify information about data, people or things, work alone on most tasks, cooperate with coworkers on group projects and handle sensitive inquiries from and contacts with officials and general public.
• Skill in: use of office equipment; knowledge of safety equipment.
• Ability to: interpret a variety of instructions in written, oral, picture or schedule form; deal with problems involving several variables within familiar context; define problems, collect data, establish facts, and draw valid conclusions; understand, interpret and apply laws, rules, or regulations to specific situations; calculate fractions, decimals and percentages; complete routine forms; prepare maps, charts, graphs, or plans; compile and prepare reports; respond to routine inquiries from public and/or officials; communicate effectively and in public settings; handle sensitive inquiries from and contacts with officials and general public; develop and maintain effective working relationships; perform sedentary work.

Qualifications:
QUALIFICATIONS
• Bachelor’s degree in Communication, Public Relations, Journalism or Occupational Safety & Health Management; and
• Three (3) to five (5) years experience in safety management and/or public information; and
• Sufficient knowledge and experience demonstrating safety program implementation, enforcement, maintenance, monitoring, reporting, and training to manage risks faced by the District and its workforce.
• Any combination of education, experience and/or training that is determined to be equivalent to the stated minimum qualifications.
• Experience in public employment preferred.

LICENSURE OR CERTIFICATION REQUIREMENTS:
• Valid Driver’s License
