Job Summary:
Under the direction of the Manager, Purchasing Services, the Procurement Specialist leads high dollar value, complex, and /or sensitive procurement activities, ensuring the college obtains the best value for monies expended to acquire supplies, materials, equipment, and services within established budgetary limits and according to established college procedures. Duties and Responsibilities Procurement Projects

· Manage the procurement process from planning to execution, in accordance with college procedures, the Broader Public Sector Procurement Directive (BPS), applicable legislation, trade agreements, procurement law, and best practices.

· Lead multiple procurement, including sourcing planning and strategy, sourcing activities, solicitation executions, negotiations, contracting, and supplier performance for all departments at the college

· Ensure all bid documentation is open, fair, and unbiased.

· Manage supplier negotiations, debriefs, contract performance

· Utilize business and project management skills to manage procurement timelines and to lead procurement project teams, including involvement from experts such as Legal Services, Corporate IT, and project consultants.

Procurement Guidance:

· Provide purchasing guidance to departments on sustainable procurement, BPS requirements, scope of work documents, contractual terms, e-bid process, bid evaluation process, limited tenders to clients and develop solutions to procurement issues.

· Mentor purchasing staff when required

Purchasing Administration:

· Maintain contract database in Peoplesoft Finance and Bonfire, ensuring contract renewals are on time and contract price lists are current.

· Review POs and change orders for compliance to BPS and college procedures and budget

· Mediate issues and resolve disputes with internal clients, external consultants, bidders and suppliers.

· Ensure contracts meet compliance requirements (WSIB/Insurance/surety bonds)

Hourly Rate/Salary: $ 46.08 - $ 53.43
Hours of Work: 35
Work Location: Remote. Remote Flex work agreements are in place at Georgian College and may change in accordance with the Flex Work guidelines.

Qualifications:

Qualifications: Skills and Qualifications:

· Eight years of supply chain experience, with at least 3 years experience working with RFx development and contract negotiations

· Professional certification : (i.e., Certified Professional Public Buyer (CPPB), Certified Public Procurement Officer (CPPO), or Certified Supply Chain Management Professional (CSCMP), or National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP))

· Progressive procurement experience with demonstrated ability to assess and determine appropriate procurement strategies, criteria, scope, and documentation to effectively conduct bid/proposal analysis/evaluations.

· Experience working in a complex environment with diverse spend categories and proven ability to adapt and manage multiple projects consecutively in a changing environment.

· Ability to interpret and articulate trade agreements and tendering law.

· Demonstrated ability to identify opportunities to improve efficiencies, promote bid competition, and/or lower contract costs through the procurement process.

· Contract management, dispute resolution, and data analytics experience including interpreting data and making recommendations, collaborating with cross-functional teams.

· Professional communication skills, verbally and in writing, with all levels of management and supplier personnel.

· Excellent negotiation skills in complex and/or confidential projects.

· Ability to work independently and within a team.

· Holds a high degree of integrity, honesty, and discretion.

· Strong analytical, interpersonal, and organizational skills.

· Experience managing projects of various complexity is required.

· Competency in a Windows based environment with a strong working knowledge of Microsoft Office products including Word, Excel, Outlook, PowerPoint and SharePoint; experience using Peoplesoft and Bonfire e-bidding tool is an asset.
