The Opportunity: We are searching for a talented, experienced Budget Analyst to work closely with our Budget Director on all biennial budget, performance management, and benchmarking processes.

Some of what you’ll do includes:
• Requesting and gathering materials from across the agency that are required for various annual and biennial OFM budget processes and the annual pension administration benchmarking process.
• Analyzing and reconciling data and information to ensure accuracy and consistency.
• Requesting and submitting data via OFM’s multiple budget systems, including the Agency Budget System (ABS), Salary Projection System (SPS), Results through Performance Management (RPM), Fiscal Note System (FNS), The Allotment System (TALS), and Enterprise Reporting (ER).
• Preparing monthly budget analysis summaries for the agency’s Leadership Team.
• Coordinating the flow of fiscal notes through the assignment, development, review, approval and submittal process.
• Gathering and analyzing data for division-level Quarterly Target Reviews (QTR) and agency-level Quarterly Strategy Reviews (QSR).

NOTE: After successful completion of the review period and effectively demonstrating the ability to perform work independently, you may be eligible to telework up to two days per week, at the discretion of the Appointing Authority and with a telework agreement in place. The ability to work remotely is dependent on the nature of the tasks and projects assigned and the presence of a remote work environment that is safe and has an appropriate level of reliable connectivity. You must live within a reasonable commuting distance (less than 50 straight-line miles) to the DRS building in Tumwater, WA, and must be willing and able to adjust your telework schedule, whenever necessary, to complete work assignments, attend mandatory meetings, trainings, etc., at the DRS facility.

What we’re looking for (required qualifications):
Proven experience in the following:
• Researching, gathering and understanding financial data;
• Analyzing data and information to make recommendations for specific business needs and;
• Utilizing logic in analyzing organization-specific cost and financial data to make recommendations based on a strong understanding of organizational business functions.
This experience is typically gained from a minimum of five (5) years of professional work experience. A bachelor’s degree in accounting, economics, statistics or closely allied field may substitute for up to three (3) years of experience.

Proven experience working in the pension industry, a background in pension or financial industries, or Certified Financial Planner or investment management certification is highly desired.
• Demonstrated knowledge of OFM’s budget systems (e.g., ABS, FNS, RPM, SPS, TALS and ER);
• Advanced proficiency in Microsoft Excel (version 2016 or newer); and
• Demonstrated proficiency in the following competency areas:
