The Purchasing Supervisor supervises the daily activities of the Purchasing Department.

DUTIES
Under the general supervision of the designated manager, this position is responsible for:
Coordinating the work of the purchasing staff team, including prioritizing, scheduling and assigning work, training staff, providing direction and monitoring work for excellence in service delivery.
Supervising, coordinating, and performing vendor sourcing, selection and award procedures.
Maintaining relationships with vendors or suppliers and negotiates contracts for more complex procurements.
Evaluates and analyzes purchasing and price trends to identify forecast demand and minimize purchase price
Developing new operational policies and maintaining existing operational policies and procedures.
Recommending changes to policies to strengthen internal controls and to improve compliance and provision of purchasing services.
Managing & facilitating the procurement process, including timelines, activities of evaluation committee, contract management.
Establishing and maintaining vendor management records and Preferred Vendor List.
Training Purchasing staff, TPL managers and other stakeholders on purchasing procedures.
Developing systems for tracking open and closed procurement requests; contract expiry dates; key contract obligations and requirements; notifies clients of pending expiry dates and renewal requirements or extensions; and monitors compliance of contract obligations and take appropriate actions to escalate issues and mitigate risk.
Ensure all procurement and contract documents are filed to meet audit requirements
In collaboration with the designated manager, develop and negotiate sound solicitation documents and legal agreements/vendor contracts for goods and services procured. Seek interpretation of legal contract terms and conditions and matters relating to contract management and administration. Negotiate terms and conditions prior to awarding contracts. Liaise with legal counsel, as required. Mediate contract disputes with vendors.
Supervising staff including setting performance standards, providing verbal input to performance appraisals.
Participating in and/or leading various committees and project teams to support business directions and organizational requirements.
Performing other duties as required.

Qualifications:
Post-secondary education in the business or supply chain management field, and a professional purchasing designation(CSCMP, CPPB, CPPO) and a minimum of three years experience in an purchasing environment or approved equivalent level of education and experience.
Thorough knowledge of trade agreements and procurement procedures.
Advanced computer skills using enterprise resource planning and procurement software packages.
Demonstrated ability to comprehend, interpret and analyze financial data.
Ability to supervise staff in a unionized environment.
Effective communication skills.
Proven ability to meet tight deadlines, work independently, exercise sound judgement and take initiative.
Ability to establish and maintain cooperative working relationships with all levels of staff.
