Position Overview

The Procurement Contract Analyst monitors contractual milestones to ensure all requirements are met which includes, day to day operations of the Contract Management Module of Bids and Tender system including entering the data into the system by using the contract award information, uploading data as required, and ensuring information is up to date and accurate.

Manages, performs quality control, cleansing, and generates reports on active contracts and conducts price audits to ensure compliance to relevant contract pricing terms which includes preparation and/or development of reports by collecting, analyzing, and summarizing information regarding contract management, contract performance, supplier performance, purchase history etc., for reporting to management, team members and the client department.

Creates, analyzes, and distributes specialized various monthly supplier performance reports, including other regular reports such as contract expiration status. Administers supplier creation and updates in the City’s ERP system, and maintains an updated log of suppliers.

Collaboratively works with the client departments, procurement staff and suppliers to troubleshoot and resolve contract issues in a timely manner. Provides support to the Procurement Category Specialists and Procurement Analysts in describing analysis and best outcomes.

Identifies and implements continuous improvement opportunities. Assists in developing material and provide training to the users on Contract Performance procedures.

Responsible for leading and overseeing the P-Card (Purchasing Card) Program administration; including establishment, monitoring compliance and training.



Qualifications:

Qualifications and Experience

• Bachelor's Degree or Diploma in Business Administration, or related field and completion of a recognized Supply Chain related designation is considered an asset.
• Minimum of three (3) years related experience in Procurement including administration of contracts’
• Knowledge of best practices relating to procurement policy and procedures
• Experience leading and managing change initiatives in a matrix organization
• A result oriented professional with high level of critical thinking with the ability to perform in a proactive and strategic manner
• Demonstrated ability to build high levels of creditability within diverse work groups by implementing effective communication and engagement strategies as well as the ability to develop productive and sustainable partnerships with a range of key internal and external stakeholders. Superior analytical, interpersonal, and conflict resolution skills.
• Proven ability to apply effective customer service principles, exercising independent judgment and discretion handling sensitive and confidential matters, while managing multiple conflicting deadlines and priorities
• Highly developed verbal and written skills including preparation of detailed reports, presentations and demonstrated facilitation skills
• Intellectual curiosity and enthusiasm with the ability to resolve problems and complex situations, and/or conflicts in a constructive and principled manner based on consideration of all critical factors, including short- and long-term impact
• Ability to act in a manner bestowing tact and diplomacy in a political environment
• Ability to build constructive work relationships (e.g., clients, departments, team members) to meet mutual goals and objectives. Acts in a professional and supportive manner
• Previous audit experience is considered an asset
• Strong attention to detail combined with data-driven problem-solving skills to find appropriate solutions
• Familiarity with procurement modules (Bids & Tenders)
• ERP environment (J.D. Edwards) an asset
• Knowledge of and understanding of business analytics principles, methodologies, and techniques, including reporting frameworks, performance scorecards, key performance indicators, statistics, relational database concepts and tools
• Knowledge of planning, forecasting and analysis
• Knowledge of, and demonstrated ability in, the City’s core and leadership and relevant functional competencies
• Excellent computer skills, including advanced knowledge in Microsoft applications (Outlook, Word, Excel, PowerPoint, Visio)
• Possess a valid Ontario ‘G’ driver’s license, in good standing, with access to a reliable vehicle for corporate use or the ability to travel safely and efficiently to any offsite required activities.
