Job Summary: Under the general direction of the Director of Public Service and/or the
Assistant Director of Public Service, this new position is responsible for planning, coordinating,
and directing all private development review and engineering services of the city to make sure
we are a community that development in the industrial, commercial, and residential sectors are
supported and thrive.
This position manages the operations of the Development and Engineering Services Division of
the Engineering Department including issuing permits for work within the public right-of-way,
review of easement encroachments, addressing drainage complaints, managing the NPDES
Program, review of private utilities proposed in the public right-of-way, engineering review of
private development projects, as well as, construction inspection of the same. Responsibilities
include coordinating assigned activities with other departments and outside agencies, and
providing highly responsible and technical staff assistance.
This position oversees, monitors and approves private residential, commercial and industrial
development projects; reviews application submittals, determines appropriate conditions of
approval, attends public hearings, reviews plans and specifications to ensure compliance with
applicable state and federal regulations and codes, accepted engineering practices and City
standards; oversees construction inspection and project bonds; issues final engineering approval
by signing final plats and releasing project warranties.
This is a supervisory position that requires independent judgment and problem solving, as well
as, the application of advanced professional knowledge and technical proficiency in both civil
engineering and development practices.

Essential Duties and Responsibilities: Duties may include, but not be limited to the following
tasks:
ï‚· Manages services and activities of the Development and Engineering Services Division
including preliminary engineering review, construction plan review, and construction
inspection for private development to ensure compliance with city regulations, design
standards, policies and procedures.
 Works with the City Engineer – Infrastructure on a regular basis on Engineering Department
activities.
ï‚· Monitors and assists the plan review and permit issuance process; investigates and resolves
complaints and inquiries.
ï‚· Oversees and authorizes engineering approvals of road, water, sewer, and storm water
engineering plans for land development applications.
ï‚· Reviews transportation studies and analyzes concurrency issues and impacts associated with
proposed developments, including identifying and recommending mitigation for
development impacts, and communicating and coordinating with property owners, citizens,
city departments, and other agencies.
ï‚· Reviews developer extension plans for city utilities and streets in accordance with city
standards, requirements, and accepted engineering/construction practices.
ï‚· Oversees the preparation and tracking of water and sewer connection applications and
answers questions concerning fees to the public and the developers.
ï‚· Reviews submitted construction costs and calculates performance and maintenance bond
amounts.
ï‚· Responds to inquiries or complaints from internal and external customers regarding
engineering design and development standards, development permits and construction,
subdivisions, variances and other land use regulations.
ï‚· Represents the city at public meetings before the planning commission, hearing examiner,
and/or the city council and public meetings on land development issues and applications;
participates in technical review committees; and may represent the city on inter-agency
committees dealing with land development issues.
ï‚· Reviews and directs the preparation and maintenance of city maps.
ï‚· Plans, prepares, oversees and administers the annual budget for assigned division. Forecasts
revenues and expenditures; presents budget proposal for approval; authorizes payments and
monitors expenditures for recommended adjustments.
ï‚· Delegates to assigned staff the authority, responsibility, and accountability needed to
successfully complete assigned projects and work tasks.

ï‚· Approves purchase order requests, the ordering of supplies, materials and tools needed to
accomplish the work objectives of the division; directs the maintenance of an adequate
supply of parts, equipment and supplies.
ï‚· Prepares an annual report and such other reports as may be required by the Mayor, Director
of Public Service, and Assistant Director of Public Service.
ï‚· Conducts regular staff meetings to review work progress, establish priorities and interpret
regulations and policies of the department.
ï‚· Selects, trains, motivates and evaluates personnel; coordinates staff training; works with
employees to correct deficiencies; implements corrective action when necessary.
ï‚· Approves leave requests for assigned personnel; authorizes overtime when necessary.
ï‚· Meets with various departments such as the Director of Public Service, Assistant Director of
Public Service, City Engineer – Infrastructure, Planning and Zoning Director or Economic
Development Director on a regular basis for project updates.
ï‚· Participates as a member of an interview panel for the review, recommendation and selection
of job applicants for assigned areas.
ï‚· Responds to the public and other inquiries including issuing permits, receiving complaints,
scheduling inspections, issuing citations and violations, processing a variety of
encroachments, and managing all private activities within the right-of-way.
ï‚· Acts as the City's representative at meetings with outside agencies and promote the City's
interests and objectives.
Essential Knowledge, Skills and Abilities:
ï‚· Principles, practices and techniques of engineering related to private development and
construction.
ï‚· Federal, state, and local laws, design standards, and technical manuals related to land use
planning, land development and construction.
ï‚· Knowledge of laws, ordinances, rules, and regulations regarding local government operations
related to municipal engineering services and public works programs.
ï‚· Thorough knowledge of the theory and principles of civil engineering.
ï‚· Knowledge of a variety of modeling programs, such as transportation and surface water
drainage, to perform engineering calculations and related analyses.
ï‚· Knowledge of municipal NPDES MS-4 Programs.
ï‚· Knowledge, skill and proficiency with PCs and computer software and applications.
ï‚· Knowledge and ability to apply engineering principles and methods essential to storm
drainage management, environmental issues, transportation planning and traffic operations.
ï‚· Ability to apply civil engineering skills to the review of development applications,
engineering plans, and construction plans.
ï‚· Ability to read, interpret and apply engineering plans, specifications, contracts and other
construction documents.
ï‚· Ability to plan, organize and supervise the work of subordinate employees, including training
them, assigning and evaluating their work, and providing job performance feedback.
ï‚· Ability to communicate effectively both orally and in writing, including the ability to listen
effectively and to explain complex issues and applicable legal requirements, policies, and
procedures to internal and external customers.

Working Environment/Physical Activities: The work environment/physical activities
described here are representative of those an employee may encounter while performing the
essential functions of the job. Work is primarily performed in an office environment with low to
high noise levels depending on the location. Physical effort and activities include: No physical
effort above and beyond what is normally required for work primarily performed in an office
environment. Several times a month, visits are made to construction sites which may have large
construction equipment, loud noise, pipeline trenches, and possible heavy truck and vehicle
traffic.
Minimum Qualifications for Employment:
ï‚· Possession of a Bachelor's Degree in civil engineering or a related field.
ï‚· State of Ohio registration as a Professional Engineer (PE).
ï‚· Three (3) years of progressively responsible supervisory experience in a position overseeing
engineers, civil plan reviewers, engineering technicians and/or construction inspectors.
ï‚· Five (5) years working as a Professional Engineer in civil engineering and civil plan review
experience in a position providing customer service and performing technical duties similar
to those required of this position.
ï‚· Possession and maintenance of a valid driver's license in the State of Ohio and to remain
insurable under the city's vehicle insurance policy and have an acceptable driving record as
deemed by the City of Wadsworth.

Preferred Qualifications for Employment:
ï‚· Master's degree in civil engineering, public administration, or a related field.
ï‚· Prior experience in municipal engineering services and other functions of public works
Special Information:
Employment is contingent upon the successful completion of a criminal background check,
employment reference checks, a physical examination and a pre-employment drug screen. The
final applicant will be required to submit to urinalysis prior to the appointment to test for illegal
drug use. An applicant with a positive test will not be appointed to the position.
