Project Manager I:

Manages and/or participates in the planning and design of stormwater construction projects to meet the District’s needs on time and within budget, improving effectiveness. The Project Manager I is responsible for managing projects and/or participates in the management of multiple projects at a time. For projects directly managing, is functionally responsible for the people related to each project from within the Watershed department and across departments throughout the District. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

Manages and/or participates in the scope of each assigned project to including critically examining, assessing and evaluating data, current procedures, processes and alternatives to improve environmental impact and costs. Makes recommendations for courses of action that further the District’s goals to include scope, required resources and outcome.
Manages and/or participates in the planning and design of construction projects by coordinating resources and cross functional teams, including consultants to meet objectives. Ensures work is carried out per project plan on time and within the specified budget. Assists in planning short-term objectives, budgets and schedules for each project.
Manages and/or participates in procurement and administration of professional consultant agreements, including assistance in developing Request For Proposals (RFP) and reviewing and scoring of consultant proposals.
Assists with analyzing data and processes to maintain the timeline, integrity and quality assurance of current projects. Utilizes problem-solving skills evaluates feasible alternatives and presents analysis to Manager of Stormwater Design to determine best solutions and courses of action to meet current project objectives.
Identifies problems, researches possible solutions, evaluates all possible alternatives and recommends Presents recommended solutions for discussion.
Builds and maintains good public relations by encouraging support and participation in District related activities that align with community environmental goals.
Prepares agendas and conducts meetings within the project groups and status meetings.
May act as a mentor to Project Engineers
Performs other duties of a similar nature as may be required.

The Project Manager II is responsible for managing projects and is functionally responsible for the people related to each project from within the Watershed department and across departments throughout the District. Performs other duties of a similar nature as may be required.

Makes recommendations for courses of action that further the District’s goals to include scope, required resources and outcome.

Assists Manager of Stormwater Design with development of project specific goals and ensures work meets the specified goals and is carried out per project plan on time and within the specified budget. Plans short-term objectives, budgets and schedules for each project.
Manages procurement and administration of professional consultant agreements, including developing Request For Proposals (RFP), reviewing and scoring of consultant proposals and recommending award of consultant contracts.
Analyzes data and processes to maintain the timeline, and integrity and quality assurance of current projects. Utilizes problem analysis and problem-solving skills, evaluates all feasible alternatives and recommends best solutions and courses of action to meet current project objectives. Recommends updates to or creation of new processes and templates to increase effectiveness of program.

Manages the planning, design and construction of stormwater construction projects to meet the organization’s needs on time and within budget, improving effectiveness. The Project Manager III is responsible for independently managing multiple projects at a time and is functionally responsible for the people related to each project from within the Watershed department and across departments throughout the District, as well as external stakeholders. Provides lead technical support throughout all phases of the project. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

Develops and manages the scope of each assigned project including critically examining, assessing and evaluating data, current procedures, processes and alternatives to improve environmental impact and costs. Makes recommendations and provides direction to internal stakeholders for courses of action that further the District’s goals to include scope, required resources and outcome.
Manages the planning, design and construction of construction projects by providing lead technical support and coordinating resources and cross functional teams, including consultants and stakeholders to meet objectives. Develops project specific goals and ensures work meets the specified goals and is carried out per project plan on time and within the specified budget. Plans and actively manages changes to short-term objectives, budgets and schedules for each project.
Manages procurement and administration of professional consultant agreements, including developing Request For Proposals (RFP), leading the review of consultant proposals and recommending award of consultant contracts.
Analyzes data and processes to maintain the timeline, integrity and quality assurance of current projects. Utilizes problem analysis and problem-solving skills, evaluating all feasible alternatives, recommending best solutions and courses of action to meet current project objectives and to identify and scope potential new projects. Updates current processes and templates or creates new ones to increase effectiveness of program.
Identifies problems, researches possible solutions, evaluates all possible alternatives and recommends solutions. Presents recommended solutions for discussion to obtain consensus on a preferred solution.
Builds and maintains good public relations by encouraging support and participation in District-related activities that align with community environmental goals.
Prepares agendas and conducts meetings within the project groups and status meetings.
May act as a mentor to Project Managers and/or Project Engineers.
Performs other duties of a similar nature as may be required.



Qualifications:
EDUCATION

Candidate must possess a bachelor's degree in Engineering or a closely related field.

EXPERIENCE

Four (4) years of work experience, including two (2) years project management experience, in an assistant and/or lead project manager role is required. Industry experience in wastewater and/or stormwater is required. Experience must include use of project management tools managing small- to medium projects and proven success in completing projects on time and on budget with documented results.
OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.
Current State of Ohio Professional Engineer’s License preferred.
KNOWLEDGE, SKILLS AND ABILITIES

Strong project management skills, leadership and motivation skills, team building, negotiation and conflict resolution skills are required. Must have attention to detail, experience in analyzing data and processes, making recommendations and gaining input and agreement within the organization. Must be able to effectively manage multiple tasks and assignments and demonstrate strong organizational skills in a fast-paced work environment. Written, verbal and presentation skills are necessary to be effective. Proficiency with Microsoft Office software such as Excel, Word and PowerPoint is preferred, as well as familiarity with project tools, such as MS Project or Primavera.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to compile, compare, copy, compute, analyze, coordinate, synthesize, instruct and negotiate. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, fingering, feeling, talking and hearing. Ability to lift up to 10 lbs. on a frequent basis. Position will require visual demands of near acuity, far acuity, depth perception and accommodation. The position is primarily office work; however, the position requires visiting District sites up to 20% of the typical workday. While working in the field the employee may be exposed to extreme weather and wet and/or humid conditions.
