Responsible for planning, organizing and coordinating the management and operation of the incineration and steam processes at Southerly Wastewater Treatment Center’s Renewable Energy Facility (REF). Demonstrates a commitment to safe operation of the REF. Develops, implements and maintains Standard Operating Procedures to ensure safe and consistent operation of processes and adherence of regulatory compliance. Processes include fluidized bed incineration, turbine, boilers, heat exchangers, blowers, grease handling system, and REF ancillary equipment. Implements Process Control Guidelines developed by Process Engineer to optimize performance and efficiency of the system. Provides technical guidance and assistance to plant personnel and works closely with Process Engineer and other technical support staff to develop and implement methods and practices for continuous improvement of the operation. Assists with unit process modifications and start-ups. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Organizes and allocates resources to ensure efficient coordination of operation and maintenance activities of the incineration and steam processes and associated equipment to achieve designed operational results. Serves as a subject matter expert on high temperature/high pressure steam generation and steam systems. Reviews operator and shift management concerns relating to operational, compliance, and safety, and coordinates appropriate follow up. Makes recommendations for improving operation and efficiency of assigned processes. Ensures sampling and testing procedures are performed correctly. Maintains records and prepares reports.

- Sets priorities for daily work activities. Directs unit process and maintenance activities to achieve compliance with Sewer District and regulatory guidelines.

- Coordinates with Process Engineer, plant staff, management and Engineering and Construction Department regarding unit processes and interrelationships.

- Provides technical instruction to incinerator operators and management staff on the incineration, steam, and power generation process. Assists in the administration of the incinerator training program by developing and delivering hands-on training surrounding multiple unit processes such as boilers, turbines, heat exchangers, pumps, etc. Determines incineration operator competency and preparedness for unit sign-off following training evaluations.

- Reviews and evaluates unit process performance for safety, efficiency, and quality. Establishes and enforces guidelines for safe work practices. Consults with the Process Engineer on recommended modifications. Uses data management system to create monthly Continuous Emission Monitoring System reports.

- Coordinates the schedule for incinerator compliance stack testing and oversees unit operation during stack testing to meet required parameters.

- Examines equipment malfunctions and unit process upsets. Develops operating guidelines; monitors levels of material inventory, such as chemicals and fuel, and coordinates the shipment and delivery of process area chemicals. Recommends the purchase of tools, materials, supplies and parts. Coordinates necessary stock item inventory levels with the storeroom and ensures parts are available for emergency maintenance. Creates daily reports to monitor autogeny and turbine up time.

- Determines necessary unit process adjustments within established operational guidelines. Reviews logs, evaluates operating and laboratory data, and observes assigned processes to ensure proper work performance and to identify process improvements if needed. Responsible for the boiler water and steam chemistry testing program.

- Plans short- and long-term objectives that meet operational goals. Assists staff in managing and prioritizing the repair of process area assets. Keeps detailed records and reports on the process area performance and efficiency.

- Responsible for guiding and engaging the plant process operations team to ensure optimal process execution. Provides dotted line management to assist with performance assessments, management, and feedback for the incinerator operators.

- Performs other duties of a similar nature as may be required.

Qualifications:
EDUCATION

Candidate must possess a high school diploma; Bachelor’s Degree in Engineering or a closely related field is preferred.

EXPERIENCE

- Five (5) years as a Stationary Steam Engineer with hands-on-experience is required.

- Supervisory experience is preferred. Experience working with Collective Bargaining Union workforce and contractors preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver’s license with a driving record in accordance with the Sewer District’s acceptable guidelines.

- Candidate must possess a valid State of Ohio Third Class Stationary Steam Engineer license.

KNOWLEDGE, SKILLS AND ABILITIES

- Candidate must possess effective oral and written communication skills.

- Project management, leadership and motivational skills are needed in order to maintain effective working relationships.

- The ability to organize resources and set priorities is required.

- Analytical and critical thinking and complex problem-solving skills are required.

- The ability to apply logic and reasoning to identify and analyze the strengths and weaknesses of existing processes, alternative solutions, conclusions, or approaches to problems and make effective decisions is required.

- Candidate must be proficient in Microsoft Office Suite.

PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position the employee must be able to compare, compute, analyze, synthesize, compile, coordinate, negotiate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, climbing, balancing, kneeling, handling, feeling, hearing, walking, fingering, and talking. Ability to lift up to 25 lbs. on a consistent basis may be necessary. Position will require visual demands of near acuity, depth perception, far acuity, color vision and accommodation. The position requires office, site, and field work. For safety reasons hearing and hearing protection is required. While working in the field or plant the employee will be exposed to extreme weather, extreme heat that is non-weather related, atmospheric conditions, vibrations, extreme cold that is non-weather related, wet and/or humid, hazards and confined/restricted working environments. Position requires to sometimes perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices in accordance with the Sewer District’s policy, including not having facial hair that interferes with the facepiece-to-face seal.
