Develops, facilitates, implements, manages and controls a sustainable reliability maintenance program within Operation & Maintenance Department (O&M). Facilitates the development, implementation and continuous improvement of maintenance processes to best enhance O&M capabilities to manage the whole lifecycle of District assets, with the objective of providing the best possible services and solutions at the lowest possible cost and at an acceptable level of risk. Plans and allocates resources to align with plant operational, maintenance, financial, and strategic objectives. Analyzes asset performance, failure probabilities, and business risk exposure to determine the most effective operations, maintenance, and condition monitoring and renewal strategies. Organizes and procures resources to ensure efficient coordination of maintenance activities. Develops maintenance plans and schedules. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Develops, facilitates, implements and sustains asset management related processes within O&M. Executes current state analysis and business risk exposure studies of District assets and determines the most efficient and effective processes to ensure assets deliver their required levels of service through their life-cycle, at an appropriate level of risk, at minimal cost.

- Develops best practices and incorporates them into standardized processes to be utilized throughout O&M. Coaches and trains all relevant O&M personnel during on-site asset management process implementation and determines if the appropriate levels of personnel development and buy-in have been reached for process sustainment.

- Analyzes CMMS data and key performance indicators (KPI’s) to determine root causes and/or system bottlenecks and develops and initiates the appropriate corrective action plans or continuous improvement processes in order to eliminate these issues.

- Ensures all maintenance activities and associated costs are appropriately identified and properly recorded to the asset level to support asset repair and renewal decisions along with Capital Improvement Planning (CIP).

- Develops asset management process implementation plans to be utilized for the migration of asset management initiatives throughout the District. Incorporates sustainability audit protocols to ensure long-term process discipline is in place.

- Plans and coordinates the preventive, predictive and preventive maintenance for mechanical, electrical, hydraulic, structural, and instrumentation equipment. Coordinates and plans work with maintenance management, supervisors and other District departments to ensure maintenance work is scheduled and performed using sound asset management principles. Makes recommendations for improving the maintenance programs, including the consideration of financial implications.

- Develops short and long-term maintenance plans and schedules maintenance activities for the District's wastewater treatment plants components, including various mechanical, electrical, instrumentation and structural equipment. Utilizes a computerized maintenance management system and project planning software, develops job plans and procedures, and sets preventive maintenance schedules. Assists in the development of departmental budgeting, including capital projects.

- Organizes resources (materials and people) to meet maintenance objectives and ensure efficient coordination. Assists with coordinating contracted maintenance, repair, and capital work. Arranges for equipment and supplies to be available for assignments. Initiates requisitions for equipment, materials, rental equipment, and contracted services. Follows-up and tracks maintenance work, projects and contracted maintenance services to expedite work completion.

- Facilitates solutions for solving equipment problems. Provides technical assistance to department managers, supervisors, and tradespersons. Provides guidance to tradespersons performing project work. Recommends repairs or replacements.

- Estimates time and material costs for equipment repairs. Assists in determining courses of action such as, repairing mechanical, electrical, or instrumentation equipment, and performing preventive and breakdown maintenance.

- Maintains detailed records and files for tracking documents, including work orders, project files, progress charts, schedules and timecards. Sets-up and maintains a historical database. Generates maintenance reports using various software for asset maintenance.

- Reviews and evaluates maintenance and historical data to assess the efficiency of processes, equipment, and maintenance practices. Participates in cross-functional teams to develop methods to improve the maintenance program. Reviews logs and evaluates operating data to identify faulty equipment. Inspects equipment and machinery for necessary repairs.

- Directs personnel and provides on-the-job coaching as required. Assists in evaluating performance, and makes recommendations for taking corrective action when necessary.

- Assists in making recommendations for programmable logic controller programming and/or maintenance; assists in using predictive maintenance equipment.

- Fills in for Maintenance Managers/Supervisors as required.

- Performs skilled maintenance work in emergencies.

- Maintains blueprints, service manuals, work order, records and prepare reports.

- Enforces prescribed safety rules and regulations.

- Observes safe work practices.

- Performs other duties of a similar nature as may be required.

Qualifications Needed
EDUCATION

- Candidate must possess Bachelor degree, preferably in Industrial Management, Engineering, Business Administration or a closely related field.

EXPERIENCE

- Candidate must possess five (5) years of experience in managing assets in the areas of development, implementation and continuous improvement of maintenance processes. Three (3) years of maintenance experience in a wastewater environment is preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES

- Candidate must possess knowledge in utilizing asset management principles and practices as the foundation for facilitating the acquisition, management and disposal of assets; total life cycle of assets; budgeting, including capital projects; project management; critical analysis of data, information and ideas and provide sound recommendations; applied decision-making; and execution and reporting.

- Candidate must possess ability to multi-task; interact effectively at all levels of an organization, and establish and maintain effective working relationships; analyze technical data, prepare reports and communicate information to non-technical audiences; and successfully lead, influence, persuade and negotiate with constituents to accomplish Asset Management program goals. Proficiency in Microsoft Office Suite and database concepts. Experience in the utilization of a CMMS application and Microsoft Project is preferred.

- Candidate must possess the ability to be reliable and punctual in reporting to work as scheduled.
