Applications are currently being accepted for a Supervisor of Wastewater Treatment Plant. Position reports to the Superintendent of Water and Sewer Departments. This is a full-time exempt position in the classified service. Normal hours are 7:00 a.m. to 3:30 p.m., Monday through Friday. Weekly wage range is $1101.38 to $1444.58. ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101.

Supervises wastewater treatment employees and participates in the operation and maintenance of treatment plant; ensures that wastewater treatment system complies with EPA or other standards and regulations; monitors and directs the adjustment of processing methods to improve plant efficiency and wastewater quality; assists Superintendent in directing, evaluating, and coordinating wastewater treatment functions and activities; analyzes plant and laboratory reports; prepares reports for the Ohio Environmental Protection Agency (EPA) on plant operations; acts as primary operator of records (ORC) to meet EPA staffing requirement; enforces applicable safety rules and regulations; establishes and enforces departmental rules and regulations, work methods, and procedures and recommends changes; maintains and updates safety data sheet book; oversees the maintenance of records.

Inspects wastewater plant facilities; supervises employees in the repair and maintenance of plant and corrective action of mechanical malfunctions that interfere with efficient operations; supervises chemical and bacteriological tests on wastewater samples and chemical safety procedures for laboratory and process chemicals; reports to Superintendent any problem, situation, or breakdown which might endanger public health or welfare or cause a violation of any EPA or other standards, regulations, or permit conditions; inspects lift station operations and maintenance; develops and promulgates plans and procedures for the operation and maintenance of the pumping stations.

Performs laboratory functions; performs routine chemical, physical, and bacteriological examination of wastewater in accordance with the requirements of the Ohio EPA; collects samples at various locations; assembles and operates various testing devices and chemical, electrical, and electronic equipment; performs simplistic lab analysis; submits wastewater samples to state and private laboratories; processes, including disposal of biosolids.

Assists in training personnel; evaluates performance; handles grievances, counsels employees, and recommends discipline when required; assigns work and schedules work shifts of operating personnel and responds to emergency calls regarding plant equipment breakdown; authorizes overtime in emergency situations; assists employees as needed.

Consults with supervisor concerning long-range plans; submits preliminary budget for operation of plant; monitors appropriations and expenditures; prepares bid specifications; prepares material and cost estimates for projects; requisitions laboratory supplies and equipment; maintains inventory of replacement parts and supplies.

Attends EPA and other meetings; attends professional education and training sessions, seminars and workshops; participates in professional organizations, e.g., AWWA; communicates with customers and general public; responds to citizen concerns and complaints.

Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions. Demonstrates regular and predictable attendance.



Qualifications:
QUALIFICATIONS: An example of acceptable qualifications.

Completion of secondary education with post-secondary coursework in mathematics, chemistry, and engineering and three (3) years wastewater treatment experience or an equivalent combination of education, training, and experience.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Class III Wastewater Treatment Operator certification or obtain Class III Wastewater Treatment Operator certification within one (1) year of being placed in position, maintain OEPA chemical and biological certifications, valid State of Ohio driver's license and remain insurable under the City's vehicle insurance policy.
