Details:
Under the direct supervision of the Deputy Director of Operations, performs a variety of supervisory, administrative, skilled, and technical work in planning, organizing, operation, and customer service of County water, sewer and storm drainage facilities and systems.


Analyzes the efficiency of field operations, conducts operations engineering studies (i.e., pump replacement, benchmark studies on methods of operation, manpower planning and organizational structure, production measurements such as water consumption, quality assurance/quality control)

Researches, prepares and updates operations and maintenance (O&M) manuals, serves as technical resource to field supervisors in developing specifications for replacement and maintenance of equipment and infrastructure. Interprets mechanical specifications and operational manuals

Prepare and review plans for development and facility improvements. Develops contract documents, negotiates contracts, invoicing and inspection of contractors and records, analyzes contractual requirements and generates proposal inputs.

Advises management of project status and problems (or potential problems) on a regular basis. Meets with facilities and field staff on a regular basis to review project status and plan future actions. Anticipates potential delays and initiates plans for alternative actions

Keeps abreast of technological advancements and developments in related areas through continuing education programs. Assists in formulation of policies and procedures for the efficient management and operations of field operations, performs other related duties as delegated, assigned and required.

Qualifications:
Bachelors Degree in Engineering or similar discipline

Valid Ohio Driver's License

Professional Engineer registered in the State of Ohio per ORC Chapter 4733 preferred,

Must obtain Ohio Class II Wastewater Collection certification or Ohio Class II Water Distribution certification.



Comments:
Knowledge of Budgeting, management, manpower planning, safety practices, engineering--sanitary, civil, mechanical, or chemical, law--applicable regulatory requirements--state and federal EPA rules, regulations, standards & other laws pertaining to water supply & distribution and wastewater collection operations. Skill in equipment operation--personal computer. Ability to communicate effectively in written and oral form. Ability define problems, collect data, establish facts & draw valid conclusions. Ability interpret extensive variety of technical material in books, journals & manuals

Both indoors and outdoors in a variety of settings
