This is difficult technical work responsible for supervising the operation and maintenance of the City's water treatment facilities. Work is performed under the regular supervision of the Water Production Superintendent but some leeway is granted for the exercise of independent judgment. Supervision is exercised over a staff of technical operating and maintenance personnel.
Essential Job Functions:
Supervises and coordinates the operation, maintenance and inspection of the City's water treatment facilities;
Supervises and schedules the work of personnel at water treatment facilities;
Supervises the regulation and adjustment of motors, pumps, blowers, valves and other apparatus to meet changing operational needs;
Makes routine tests and reviews collected data;
Supervises maintenance of plant records and participates in the preparation and submission of periodic and special reports;
Administers applicable labor agreements and City and departmental policies;
Confers with Water Production Superintendent to recommend alteration and/or plant additions;
Inspects facilities and equipment and coordinates maintenance and repair work as needed;
Plans and conducts in-service training and safety programs for employees;
Acts in the place of the Water Production Superintendent when so requested and authorized;
Writes specifications for material and supplies;
Develops plant operation and maintenance policies and procedures;
Supervises maintenance of personnel records and assists in employee performance evaluations;
Performs related work as required.

Skills/Knowledges/Abilities:
Thorough knowledge of the operating characteristics and maintenance requirements of a lime softening water treatment facility;
Thorough knowledge of hydraulics, chemical and mechanical principles pertinent to water treatment plant operations;
Thorough knowledge of occupational hazards of the work of skilled and semi-skilled workers;
Proficient in Microsoft Office products, Google Docs and ability to quickly acquire knowledge of Cityworks and WIMS;
Skill in writing detailed specifications for chemicals and equipment; Ability to decide on proper treatment schemes and modifications;
Ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures;
Ability to understand and follow moderately complex oral and written instructions; Ability to read meters and charts accurately and to maintain records of shift operations; Ability to perform work with speed, accuracy and attention to detail;
Ability to make decisions in accordance with established policies and procedures; Ability to independently solve problems within assigned areas of responsibility; Ability to prioritize, motivate, supervise and evaluate the work of others;
Ability to establish and maintain effective working relationships with other City employees, Division Heads, other supervisory personnel and the general public; Ability to communicate well with others, both orally and in writing;
Ability to handle confidential employee and administrative information with tact and discretion.
Thorough knowledge of effective management principles;
Thorough knowledge of applicable engineering principles and practices;
Thorough knowledge of occupational hazards associated with water utility operations and utility industry safety practices;
Ability to develop and implement short-term and long-range plans;
Ability to effectively manage capital improvement projects and expenditures; Ability to prepare technical reports and presentations;
Ability to perform financial analyses of operations and contracts;




Qualifications:
Graduation from high school or possession of a GED; and
Three (3) years of experience in the operation and maintenance of a lime softening water treatment and storage facility including supervisory experience; and
Possession of a valid Ohio Environmental Protection Agency Class II Water Operator Certificate (reciprocal license will not be considered); and
Must obtain Class III Water Operator Certificate within 1 (One) year from date of hire.
Availability for after-hours emergency situations
Possession of a valid Ohio driver's license (will be verified for finalists);
PREFERRED QUALIFICATIONS

Bachelor's Degree in Environmental Sciences, Chemical or Environmental Engineering, Biochemistry, Chemistry, Microbiology, Biology, or closely related field.
