JOB SUMMARY

Plans, organizes, manages, and controls the activities of the Sewer System Maintenance & Operation Department. Ensures wastewater collection and storage continues to provide optimum health and safety for customers and communities. Establishes maintenance-related best practices, policies, and procedures to ensure appropriate positioning, consistency of processes, and delivery of quality service. Serves as the lead in directing and managing effective and efficient predictive, preventive, and corrective maintenance programs. Ensures proactive responses, cost savings accomplishments, and effective and efficient operation of the wastewater collection system infrastructure (i.e. pump stations, regulators, interceptors, rain gauges, odor control facilities, floatable control facilities, level, and flow monitors, etc.). May respond to emergencies and off-hour alarms 24-hours per day including weekends and holidays. Maintains good working relationships with internal departments, communities, and various government agencies. Performs other duties of a similar nature as may be required.

ESSENTIAL FUNCTIONS

- Develops and implements departmental goals and monitors the alignment with Maintenance Services and strategic goals. Directs and implements processes to work within District policies and procedures to meet permit regulations, standards and maintain safety.

- Provides guidance for short- and long-term planning that meets necessary budget requirements, creates schedules, and allocates staff appropriately; establishes priorities for resource utilization and identifies the need for capital expenditures. Creates and controls the financial budget for the Sewer System Maintenance & Operation Department.

- Develops and implements process improvement projects. Brainstorms for ideas that can solve problems, improve efficiency, reduce cost, and improve safety. Manages continuous change and adapts business processes, as necessary.

- Reviews, evaluates and analyzes trends in data to make decisions that satisfy operation, maintenance, safety, and engineering guidelines.

- Oversees, assesses, evaluates, and improves the maintenance and repair of the District’s entire collection system infrastructure, including automated and non-automated equipment. May respond to emergencies and off-hour alarms 24-hours per day including weekends and holidays. Ensures proper usage and provides guidance for the emergency response plans and Sewer System Maintenance & Operation Field Procedure Manual and participates in and develops crisis management response drills.

- Ensures timely mark outs of District facilities in response to the Ohio Utility Protection Service (OUPS) tickets. Establishes procedures for and directs the implementation of an effective and consistent safety program.

- Provides interface required with various District departments when administrating and/or developing contracts and specifications. Reviews and evaluates engineering designs, plans, and specifications for recommendations. Manages projects and prepares specifications for bid documents, when necessary. If required, assists with the preparation of awards and administers contracts and agreements as required including contracts for emergencies.

- Manages department personnel. Conducts formal hiring interviews. Makes selection and promotion recommendations. Coaches, mentors, and manages the performance of managers, supervisors, and other subordinates. Evaluates personnel performance. Identifies and ensures appropriate and timely training and development. Resolves disputes and maintains discipline and morale. Participates in grievance hearings and holds disciplinary hearings. Initiates and recommends disciplinary actions.

- Makes decisions after thorough evaluation on own initiative and/or with colleagues, as well as decisions under time constraints in emergency situations, that determine a course of action, equipment, and material purchases needed or regarding the welfare of employees.

- Serves as a conduit for customer complaints, evaluating and responding to service directors or other identified contacts as appropriate.

- Ensures and maintains positive working relations with regulatory and local government agencies.

- Analyzes a wide variety of information in order to develop various operation and/or maintenance reports for various audiences such as subordinates and upper management. Gives presentations at internal department meetings, board meetings, and community meetings.

- Assesses, evaluates, and improves maintenance management system outputs to ensure quality in order to comply with EPA, state, and local regulations.

- Communicates to peers, subordinates, and management information about issues or problems, interviews to establish facts, and/or provides project updates. May act as the Operator of Record in their absence.

- Completes routine administration duties, including writing correspondence, describing technical situations in lay terms; creates proposals; and maintains detailed records.

- Performs other duties of a similar nature as may be required.



Qualifications:
MINIMUM JOB REQUIREMENTS

EDUCATION

- Candidate must possess a bachelor’s degree, preferably in Engineering, Engineering Technology, Applied Science, Industrial Management, Business, or a closely related field.

- Equivalent combination of relevant education and experience may be substituted as outlined in the Education Equivalencies Policy.

EXPERIENCE

- Candidate must possess five (5) years of experience in operating, maintaining, designing, or constructing wastewater collection systems or wastewater treatment facilities.

- Experience must include three (3) years of supervising, managing, and/or leading people, projects, or processes.

- Experience in working with Collective Bargaining Union workforce and contractors preferred.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

¬ Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

¬ Candidate must possess a valid Ohio EPA Class II Wastewater Collection System Operator Certificate or valid Ohio EPA Class II Wastewater Treatment Operator Certificate at the time of being placed in the position or within thirty-six (36) months of being placed in the position.

KNOWLEDGE, SKILLS, AND ABILITIES

¬ Candidate must possess excellent written and verbal communication skills to promote a positive work environment and/or to communicate with outside agencies on matters affecting the District and must possess a superior commitment to high-quality service. Proven success is required with project and budget management, including development and/or responsibility for meeting and/or improving performance to established metrics.

¬ Candidate must be able to work under pressure and time constraints and multi-task to consistently achieve approved project deadlines. The ability to use presentation skills to introduce new ideas, facilitate discussions and meetings, gain approvals and commitment at all levels of the organization is required.

¬ Candidate must possess the ability to mentor and lead, motivate and delegate others in order to build an efficient and effective team that can continuously take on complex projects and additional responsibilities.


PHYSICAL AND MENTAL REQUIREMENTS

During the course of performing the essential functions of this position, the employee must be able to compare, compute, analyze, synthesize, copy, compile, coordinate, negotiate and instruct. The ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, kneeling, crawling, hearing, walking, climbing, stooping, crouching, reaching, and talking. Ability to lift up to 50 lbs. on a frequent basis. The position will require visual demands of near acuity, depth perception, far acuity, color, vision, and accommodation. The position requires office, site, and fieldwork. For safety reasons hearing is required. While working on a site or in the field the employee may be exposed to extreme weather, extreme heat that is non-weather related, atmospheric conditions, vibrations and hazards, and confined/restricted working environments. The position requires to sometimes perform confined space entry on the job. The employee must possess the ability to wear required respiratory protection devices, including not having facial hair that interferes with the facepiece-to-face seal.
