GENERAL SUMMARY: Under the direction of the WRRF Manager, manages personnel in the operation of the LCWRRF; ensures effective, reliable plant performance and compliance with permit standards; assists with the management and implementation of the facility maintenance program; develops, prepares and reviews operating records and reports; trains WRRF facility personnel.
DUTIES AND RESPONSIBILITIES
Responsible for operation of treatment facility:
• Manage and monitor operation of WRRF facility; plans, organizes, directs, and controls the operation the facility on all shifts.
• Review daily operating logs, performance data, and lab analytical reports. Ensures operational records and databases are maintained.
• Troubleshoot facility operational problems; recommend and implement process control improvements to achieve plant objectives.

Responsible for the management and supervision of facility personnel:
• Develops, improves, and conducts/coordinates safety and process training programs utilizing operations and maintenance manual, safety manuals, on-site training and resource materials.
• Effectively recommends personnel actions, e.g., hiring, promotions, discipline, etc.
• Schedule operations personnel and assign duties.

Responsible for treatment facility policies and budget:
• Assist with the management and supervision of maintenance program for the facility and equipment.
• Develop and implement facility standard operating procedures.
• Write policies for facility operations; general work rules, etc.
• Assist with development of annual budget and monitoring of facility expenditures.

Assist with the preparation and/or review of reports to regulatory agencies, and assists the WRRF Manager with public relations duties including: working with EPA representatives; perform public speaking duties; participate in pollution control organizations and programs on behalf of the Board of County Commissioners.

Additional duties as assigned by the Board of County Commissioners, Sanitary Engineer, Assistant Sanitary Engineer or WRRF Manager.

Supervisory Responsibilities
Assists with the supervision of all WRRF facility personnel; responsible for oversight and scheduling of facility operations personnel. Fills in as WRRF Manager when absent.

Minimum Requirements:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required:
-Candidate must possess an Associate Degree in Business, Engineering, Environmental or a closely related field OR the candidate must have completed sufficient coursework toward a Bachelor degree, from a 4-year degree program, in a declared major within a related field. Bachelor degree preferred.
-Candidate must possess effective oral and written communication and facilitation skills; proven experience effectively managing people and processes, and establishing and maintaining effective working relationships.
-Candidate must possess the ability to use sound judgment to set and execute short- and long-term objectives, provide direction, and make effective decisions involving people, processes and data.
-Ohio EPA Class III Wastewater Operator Certificate is required. However, a Valid Class IV state of Ohio Wastewater Operator Certificate, or application and approval for Class IV state of Ohio Wastewater Operator Certificate is preferred.
-A minimum of seven (7) years' experience in the wastewater field with either experience as a Chief Operator, Pretreatment Coordinator, Maintenance Coordinator, or a Lab Chemist is required.
-Valid driver's license with driving privileges in the State of Ohio and an insurable driving record by the county.
