The City of Lynnwood is seeking a collaborative, inquisitive, proactive, mission-driven Finance Director to lead our Administrative Services Department. The Administrative Services Department is responsible for accounting, the annual audit, treasury, the City’s budget, strategic planning, accounts payable, accounts receivable, investments, payroll, billing, debt management, capital asset tracking, financial statements, and reporting. This position directs the finance, budget, and accounting services to all city departments, municipal court and executive office. This position is key in providing the financial analysis and counsel to help all City of Lynnwood departments with budget, payroll, and accounting services so that managers and directors can effectively and efficiently manage city resources.
The Finance Director works to support the Council Finance Committee with data and analysis for their information and review. Additionally, the Finance Director is the Ex-Officio Treasurer of the Lynnwood Public Facilities District. The successful candidate will lead and play an integral role in a busy, fast-paced environment with a group that continuously strives to exceed our customers' expectations.

Key responsibilities include coordinating, reviewing, and facilitating the development and passing of the City’s biennial budget and preparation of the City’s annual financial report and audit.

Plan, organize, direct and manage all activities of the Department of Administrative Services in accordance with state law, federal law and the City of Lynnwood Municipal Code (Title 2.12). Develops, implements and operates processes and systems as necessary to facilitate the effective operation of the accounting, budget development and management, finance, investment, payroll, utility billing, purchasing, risk management, financial reporting and City Treasurer functions. Coordinate and guide city-wide strategic processes based on present and future service demands including budget development, investment management, financial analysis and reporting, revenue forecasting, multi-year financial planning and the collection of special assessments and service charges. Assure that all employees are properly trained and supervised. Assure the effective and efficient utilization of Department personnel, funds, equipment, facilities and time.

Qualifications:
Essential Functions
Includes but is not limited to such essential functions as listed below:

Plan, organize and direct the financial administration of the City.
Provide principal assistance to the Mayor in the preparation of the biennial budget and for providing advice to the department heads on financial management.
Ensure the proper review of all financial transactions, manage the expenditure of appropriated funds in accordance with Mayor and Council policy, and all federal, state and local laws and enforce compliance with standard accounting systems and fiscal procedures.
Participate in the development and implementation of municipal financial policies; attend City Council and department head meetings to explain financial policies and procedures.
Prepare reports and accounts as required by the state auditor, Mayor and Council.
Manage the development of the City's annual Comprehensive Annual Finance Report (CAFR).
Manage the annual audits performed by the State Auditor's office.
Manage the City's cash and investment portfolio to achieve the highest possible rate of return on the City's investments.
Participate in Department-wide long range, strategic planning activities. Prepare and recommend objectives, methodologies and associated schedules.
Participate in and provide leadership to City-wide long range, strategic planning activities.
Oversee the central accounting and project accounting activities, which includes the preparation of various quarterly and annual financial reports.
Estimate revenues and tax yields for submission to the City Council.
Manage all elements of the long-term debt issuance process for the City.
Approve and sign checks for expenditure of City funds.
Manage and direct the City's investment activities.
Provide overall direction to the accounting and purchasing departments.
Conduct applicant job interviews. Select, orient and train new employees. Assure the availability of adequate staff equipment and facilities.
Prepare and conduct oral and written employee performance evaluations. Recognize superior job performance. Effect correction in undesirable trends in performance consistent with established City policy.
Ensure appropriate training and development for department staff.
Manage and direct the City's investment activities.
Provide overall direction to the accounting and purchasing departments.

Minimum Qualifications
Bachelor's degree in business administration, accounting, finance or other related field plus ten (10) years professional, governmental work experience, including supervisory experience or equivalent combination of related education and experience. CPA/MBA preferred or a Master's degree in an appropriate discipline is desirable. Must be bondable. A comprehensive management background and credit check will be conducted prior to council confirmation.
