What you will be doing:
This position will oversee the facilities and capital portfolios of DES. In collaboration with your team of two professional budget staff, you will provide comprehensive budget support and consultation to Assistant Directors of the Facility Professional Services, Buildings & Grounds and Capitol Security divisions of DES. The work you do will be directly related to the mission of DES and impacts and contributes to the financial health of the agency.

As an integral member of the Budget Leadership Team, you will provide leadership and coordination to facilitate effective financial decision making and recommendations that are both tactical and strategic in nature. , while ensuring consistency with the priorities of the Department of Enterprise Services Director, Office of Financial Management (OFM), the Governor, and the state Legislature.

Qualifications:
REQUIRED:
A Bachelor's degree in business, economics, finance, public administration, or closely allied field.
AND
Four (4) years of experience of budget experience. Master's degree may substitute for one (1) year of experience.

PREFERRED

Master's degree in finance, budget, business, public administration or closely allied field
Supervisory experience

In addition, the preferred candidate will also have the following:
Skills and Abilities:

Financial management (accounting or budget) experience in a state government setting; Washington State government experience would be highly desirable, including an understanding of state budget development and decision-making processes.
Demonstrated experience in proprietary fund accounting/financial management in the government sector or experience in private-sector financial management.
Demonstrated experience and competency in providing financial management support, analysis and advice to managers of complex programs or business operations.
Experience in any of the following: Internal service fund management, capital budget and project accounting experience, cost accounting, cost allocation, operations research or decision science, rate or price setting, break-even analysis
Familiarity with statewide financial systems, such as Budget Development System (BDS), Salary Projection System (SPS), Agency Financial Reporting System (AFRS) , Fiscal Note System, and The Allotment System (TALS.)
