The University's large internal ($2.0 billion) and external loan portfolios ($2.4 billion) have a critical institution-wide impact on allowing the University to fulfill its mission. Within the Treasury Office, the Asset Liability Management team has several key functions related to managing the University's financial risk:
-Funding capital projects at the lowest risk adjusted cost through management of the Internal Lending Program and external debt portfolio
-Preserving the ability to fund future capital projects
-Identifying risks associated with individual projects prior to Board of Regents decision making.
Treasury has an outstanding opportunity for a Treasury Analyst. As part of the Asset Liability Management (ALM) team, this position will assist with the day-to-day operations of the Treasury office, including analytical & operational support for the internal and external debt portfolios. Key responsibilities of this position will include overseeing asset liability operations, performing financial analysis and modeling, assisting with debt issuance and related on-going compliance, and performing ad-hoc assignments as required.
Overseeing day-to-day management of the University's debt portfolios.
-Track the investment of bond proceeds, related costs, and interest earnings
-Monitor spending on capital projects and reimburse debt-related expenditures
-Create and maintain internal loan amortization schedules
-Maintain financial cash flow models associated internal loans and bond proceeds
-Forecast external funding needs used to determine the timing of external debt issuance
-Create custom reports and presentations on the University's debt portfolio for internal and external stakeholders
-Track use and processes related to various loan programs (i.e. Bridge/CAP/FASTER/etc.)
Perform financial due diligence efforts to assess financial risks of projects and initiatives.
-Partnering with campus units to develop proformas, identify risks, perform stress tests, and plan for mitigation in the event of financial stress
-When a loan is approved, drafting internal financing agreements that describe financial covenants, ongoing reporting requirements, and technicalities related to funding the project
-Monitoring outlined financial and reporting requirements as described in the financing agreement
Serve as primary credit analyst for one or more internal campus borrowers to assist with ongoing loan compliance and communication.
-Being the primary credit analyst (i.e. SAF, other as assigned)
-Serving as a backup analyst for additional University credits
Assisting in the issuance of debt, as well as related post-compliance needs.
-Assisting in calculating debt capacity
-Coordinating with campus partners and compiling financial data
-Creating and reviewing official documentation
-Communicating with rating agencies to confirm published financial data
-Monitoring use of proceeds for tax-compliance purposes including arbitrage calculations and private business use
-Work with internal stakeholders and external vendors to measure and comply with rules and laws involving tax-exempt debt
Perform analytics, modeling and ad-hoc University projects.
-Reconciling the ILP audit to "actuals"
-Modeling current and expected internal banking balances
-Modeling new loan programming (e.g. Bridge/FASTER/etc.)
-Presenting ideas and solutions to ALM leadership
-Participating in ad-hoc modeling related to University finance
Other duties as assigned
-Bachelor's Degree in Business, Finance, Economics, or related field. Relevant work experience can substitute for type of degree.
-4-5 years of experience in finance, preferably municipal debt management or associated field (e.g. investment banking, rating agency, financial analyst)
-Required qualifications in addition to education and work experience:
-Ability to create and maintain financial models in Excel
-Detail oriented with strong analytical skills including the ability to work with, synthesize, and summarize complex data
-Ability to work in a fast-paced, deadline driven work environment
-Strong work ethic and ability to work both independently and in teams
-Experience handling multiple concurrent projects; ability to manage multiple priorities in a highly dynamic environment
-Excellent communication and presentation skills
-Oral and written fluency in English
-Advanced Excel skills
-Strong PowerPoint skills
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
