As Interim CFO you will lead all finance functions in a leading international relief and development organization. You have experience helping finance departments and leadership teams through times of transition and change. You will serve as a conduit between finance departments, the Board and leadership team and global programs. You must be someone who is able to connect, establish relationships and build trust with key stakeholders and identify next steps as the organization responds to internal and external demands. As the Interim CFO you will step in at a critical time for Mercy Corps.

The Role

Reporting to and partnering with the Interim Chief Executive Officer (CEO), the Interim Chief Financial Officer (Interim CFO) will play a critical role in developing and supporting the global strategy for Mercy Corps. As a member of the Executive Team, the Interim CFO will be an advisor to senior leadership and the Board, working with them to make strategic financial decisions on behalf of the organization. The Interim CFO will be responsible for overseeing all fiscal and fiduciary responsibilities for the organization, in conjunction with the board of directors and the finance, audit and risk, and investment committees of the board.

The Interim CFO will help drive the strategy of the organization coupled with excellence, growth and fulfillment of mission. Specifically, the Interim CFO is responsible for the enduring financial health of the organization during the interim period. Responsible for annual budgeting and financial planning processes, including the $530 million annual revenue budget. The Interim CFO will support team cohesion and integration within the finance departments as they partner with and support programs. The International Finance, Corporate Finance and Accounting, Mercy Corps Europe (MCE) Finance, Compliance, Global Procurement and Internal Audit functions report to the Interim CFO. The Interim CFO works with the CEO and the Board of Directors to provide reliable and timely financial information.

Responsibilities

STRATEGY & VISION
Contribute to Mercy Corps’ overall development and pursuit of its mission.
Ensure the finance teams are strategically placed to support agency priorities, to include the comprehensive integration and collaboration of these teams.
Support financial objectives and organization wide financial strategy to ensure alignment with agency goals and objectives.

TEAM LEADERSHIP
Manage multiple teams across finance and non-finance disciplines.
Be accountable for highly effective interdepartmental communication, systems and relationships.
Create and sustain a work environment in which team members strive for excellence and mutual accountability.

FINANCIAL MANAGEMENT
Ensure financial systems, procedures, reporting are effective, efficient & comply with external financial & donor regulations.
Oversee long-term budgetary planning and costs management in alignment with Mercy Corps’ strategic plan.
Lead generation of financial reporting and analysis for the organization and the Board of Directors.
Provide financial oversight and lead organization-wide efforts around budgeting & resource allocation. In particular partnering across divisions to reduce costs.
Work with members of the enterprise risk management (ERM) group to provide assurance that risks are managed & the internal control framework is operating effectively.
Work closely with the Finance and Audit and Risk Committees of the Board to provide relevant information and help ensure effective management of their respective responsibilities.
Oversee Treasury function ensuring effective cash, reserves and foreign currency management controls in addition to maintaining relationships with banks.
Oversee Global Procurement function and support adherence to organization-wide procurement policies.
Oversee MCE finance functions and drive effective communication across agency HQ offices.

INFLUENCE & REPRESENTATION
Advance the organization’s goal of elevating its culture and living its values while fostering an atmosphere of high performance and personal accountability.
Represent the finance departments priorities and responsibilities at the leadership and board level.
Report on the financial performance of the business to the Board with detailed understanding of the underlying numbers and what this means for future performance
Engage the board finance, audit, and investment committees around issues, trends, and changes in the operating model(s) and operational delivery.
Communicate effectively to ensure overall project targets and donor obligations are met.
Develop and nurture internal and external relationships and networks to ensure optimum success.
Build strong constituencies to include headquarters, regional and country teams.

Supervisory Responsibility

Position supervises International Finance, Corporate Finance, Finance & Compliance, Global Procurement & Logistics, Mercy Corps Europe Finance, with supervision of 59 team members in the US and 21 team members in the European headquarters. This position also serves as a dotted line administrative supervisor to Internal Audit.

Accountability

Reports Directly To: Interim Chief Executive Officer
Works Directly With: Executive and Senior Leadership teams, Regional and Country Leadership, Finance and Audit Committees of the Board of Directors

Living / Environmental Conditions

This position is based in Portland, Oregon and will entail limited international travel. The position is expected to last for a duration of 6-9 months.
Mercy Corps team members represent the agency both during and outside of work hours when visiting other offices and locations. Qualifications:
Knowledge & Experience

Previous experience in an Interim CFO role (preferred) or a CFO role.
BA/S required with an advanced degree in business or related field with strong financial management background.
10 yrs plus experience with organizations with budget of $300 million or more with diverse organizational structures.
Experience working in a quickly changing environment and/or supporting organizations during crisis.
15+ yrs experience managing large and geographically diverse teams with 2 years international work preferred.
Significant experience leading global, multi department finance and accounting functions.
Experience developing KPIs and managing change to meet them.
Experience interpreting a strategic vision into an operational model.
Demonstrated ability to thrive in a dynamic environment.
