Details:
Upon hire, the successful candidates will earn a pay differential of 5% of the base salary. Candidates who have an appropriate bank or credit union examiner certification or commission that is current and meet certain experience requirements may be eligible to receive an additional pay differential of up to 15% of the base salary.
This recruitment will be used to fill two positions. The positions will be located in either Salem or Lake Oswego, based on the successful candidates’ location.

The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombudsmen to help consumers, injured workers, and businesses.

These positions are with the Division of Financial Regulation (DFR). DFR’s mission supports that of the department by protecting Oregonians’ access to fair products and services through education, regulation, and consumer assistance. The division is responsible for ensuring the safety and soundness of financial institutions, the availability and affordability of financial products, and the fair treatment of consumers. Functions include licensing, regulating, and monitoring the conduct of banks, credit unions, financial services providers, health care service contractors, insurance companies, and licensed or registered agents of such entities.

These positions are represented by the Service Employees International Union (SEIU).

Here’s what you will do:
As a Financial Examiner, you will examine financial institutions in order to ensure the safety and soundness of state-chartered credit unions and banks in Oregon. Your responsibilities will vary from assisting the lead examiner in analyzing and evaluating various aspects of an institution’s operating performance, financial condition, and compliance with applicable state and federal laws and regulations to that of being the lead examiner on examinations.

Qualifications:
Here’s what you need to qualify:
The goal of this recruitment is to fill these positions at the Financial Examiner 2 level. However, we encourage candidates who meet the Financial Examiner 1 qualifications to apply as we may consider underfilling the positions for up to 36 months. Underfill candidates will be paid at the Financial Examiner 1 level salary range of $3,664.00 - $5,339.00 monthly and must meet the Financial Examiner 2 qualifications within 36 months of hire.

Minimum Qualifications:

Financial Examiner 2 Minimum Qualifications:

One year of experience examining financial institutions for safety, soundness, or compliance and to judge the institutions overall performance and compliance with laws and regulations;
AND

A Bachelor's degree in Accounting, Business Administration, Banking, Law, or a closely-related field.
Three additional years of experience in the examination of financial institutions may substitute for the Bachelor's degree.

The training and/or experience must show all of the following:

Knowledge of the scope and purpose of State financial institution regulation
Skill evaluating the quality of an institutions assets including investments and/or loans
Skill preparing financial statements
Skill writing concise findings from examinations
Skill effectively communicating verbally and in writing with a variety of people.
Financial Examiner 1 Underfill Minimum Qualifications:

A Bachelor's degree in Accounting, Auditing, Business Administration, Banking, pre-Law or a closely- related field;
OR

Three years of experience in an area related to the examination of financial institutions
Requested Skills:

Thorough knowledge of financial institution principles and practices
Managerial experience in a financial institution
Experience as an examiner with emphasis on business credit analysis
Demonstrated proficiency in treating protected information with the utmost confidentiality
High degree of computer proficiency
Experience in project management
