The City of Grand Rapids (pop. 200,217) is conducting a national search for a Utilities Director who will oversee the Environmental Services, Wastewater, and Water Operations. The Utilities Director’s position includes advanced professional, managerial and leadership in the planning, organizing, implementing and directing of programs and activities regarding energy, lighting, duct and smart systems, and public utilities, including water purification, pumping and distribution, lead service line reductions, wastewater treatment and industrial pretreatment program administration, PFAS site identification, collection system maintenance, stormwater management, environmental management, safe and equitable street lighting, and related utility functions.

The Utilities Director manages work project teams and contractors and promotes coordination among departments, economic growth opportunities, and regulatory flexibility. The Director also searches for opportunities to optimize regional infrastructure and create greater resilience and reliability in keeping with the City’s Strategic Plan.

The ideal person will be highly strategic and be able to act on recommendations from the recent Operational Competitive Assessment to implement the One Water framework as well as supporting the wastewater’s designation as a Water Resource Recovery Facility that recently achieved Utility of the Future Today recognition.

This position administers a $120 million combined budget and requires a proven track record of working effectively in a culturally and ethnically diverse community while coordinating activities with contractors, other government officials, business and civic leaders, and explains department activities to the media and citizen groups.

Work is performed under the executive direction of the Managing Director of Public Services. Supervision is exercised directly or indirectly over all employees in the Water System and Environmental Services composed of 240 personnel.

Qualifications:
Requirements include:

- Bachelor's degree in environmental science, engineering, or public administration;
- Seven (7) years of managerial experience in a field related to utilities management involving water, stormwater, and/or wastewater systems (or any equivalent combination of training and experience);and
- Three (3) years of demonstrated participation in national and/or state professional organizations such as the Water Environment Federation, American Water Works Association, the American Public Works Association, or other related groups.
