ESSENTIAL FUNCTIONS OF THE POSITION:
(1) Manages the Water Department consistent with City and Department policies, objectives and priorities; participates in the department’s management planning process; coordinates the development and implementation of detailed department objectives and work plans; oversees, operates and maintains the water plant and distribution systems; assists in the preparation of short and long range capital improvement programs and reviews operational construction plans; ensures the effective and efficient operation of job tasks; inspects and evaluates daily logs, data reports, and equipment inspections; submits reports to the Ohio and Federal EPA; conducts investigations of water leaks and customer water bill issues; prepares an annual budget to cover operating expenses for the water treatment plant and distribution systems.

(2) Manages the daily operations of the Waster Plant; provides for appropriate sludge disposal; negotiates satisfactory discharge permits and obtains compliance with such permits; inspects field repairs for conformance to instructions; prepares reports for the information of city officials; ensures maintenance of water systems and distribution system equipment; troubleshoots, analyzes, recommends, schedules, and performs repairs to all plant equipment (e.g., replaces worn parts, calibrates equipment, performs electrical repairs, etc.); oversees, supervises, and performs laboratory testing (e.g., alkalinity, chlorine, fluoride, etc.); conducts distribution sampling; authorizes all purchases and purchase orders; submits reports to local health agencies; reviews and approves new construction plans; oversees design and planning stages of the water treatment plant; oversees operations of both water plants; prepares water tap estimates and state permit applications.

(3) Approves work schedules and preventive maintenance programs; inspects plant equipment for satisfactory performance; participates in the management of department personnel matters; evaluates employee performance; approves and/or denies requests for leave; recommends disciplinary action to the Board of Utilities; arranges vacation schedules and authorizes overtime as necessary; coordinates the preparation and submission of the monthly and annual reports for regulatory agencies and city administration; invoices and submits bills to auditor’s office for payment; answers correspondence; oversees and assigns duties to personnel in the operation of the water plant and distribution system.

(4) Manages, plans, and directs the billing office, plant, and distribution requirements to meet the needs of the City and any contiguous communities that purchase water from the City; submits purchase order requests and vouchers; maintains current accounting of annual budget; maintains plant records; prepares daily reports and plant inspections; works with OEPA and the EPA to ensure regulations are followed; prepares and submits monthly reports to the OEPA; develops and implements policies and procedures for the reporting of treatment tests and operating problems; prepares and administers the annual emergency contingency plan; investigates complaints submitted by citizens concerning the operation of the water system; contacts news media in case of shut downs.

(5) Attends meetings and serves on committees, as necessary; attends training and seminars, as necessary.

(6) Maintains required licensure and certifications, if any.

(7) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.
(8) Demonstrates regular and predictable attendance; is required to be on-call 24 hours a day, 7 days a week.
(9) Performs other duties as assigned or directed.

POSITIONS DIRECTLY SUPERVISED:
Lead Operator; Plant Operator; Assistant Plant Operator.



Qualifications:

QUALIFICATIONS:
Completion of secondary education or equivalent (high school diploma or GED; must have experience and/or training in water operations and/ or water distribution; or any equivalent combination of education, experience, and/or training which provides the desired knowledge, skills, and abilities to perform the essential functions of this position.

LICENSURE OR CERTIFICATION REQUIREMENTS:
Must possess a valid State of Ohio driver’s license; must maintain insurability under the City’s vehicle insurance policy; must possess and maintain an Ohio Class II Water Plant Operator’s Certificate; must complete continuing education courses as required.

The pay range for this position is $60,000 - $80,000.
