The City of Midland is looking to hire a Director of Water Services. The incumbent in this position is responsible for ensuring high-quality potable water is available to City of Midland customers in adequate supply through effective leadership and direction over the water treatment plant, water distribution system and utility billing department.

This position is responsible for the long range planning, budgeting and day-to-day operational oversight of a 48 million gallon per day treatment plant and distribution system. The water system serves approximately 20,000 retail customers, two large industrial customers, and two wholesale customers. The distribution system is comprised of over 360 miles of water main, pump stations, elevated towers and underground storage basins. Budget responsibility is in excess of $10 million. Supervision: Five supervisors report directly to this position – two in water distribution, two in the water plant and one in the utility billing office. Through these subordinate supervisors, this position leads a team of 31 full-time employees.


Qualifications:
Required Knowledge, Skills and Abilities:
1. Bachelor's degree in engineering, chemistry, biology, water-related science, public administration or other related field.
2. Five years of progressive experience in the management of water plants and distribution systems. Significant experience beyond the five year minimum in managing a water treatment system of similar size and scope as the City of Midland may satisfy the education requirement in #1 above
3. Possession of a Michigan F-1 Certification, or the ability to convert an equivalent out-of-state certificate to a Michigan F-1 upon appointment. Water distribution certification preferred.
4. Thorough knowledge of water treatment chemistry and processes, health standards and environmental laws, process equipment and laboratory processes.
5. Experience in planning, organizing, directing and controlling budget and staff to accomplish specific technical demands and accountabilities.
6. Ability to effectively communicate verbally and in writing to a wide variety of audiences including City Council, City staff, contractors and the general public.
7. Demonstrated knowledge of technology and specific software applications to accomplish tasks and solve work related problems.
8. Strong interpersonal skills and demonstrated history of effective leadership actions.
9. Ability and initiative to work independently and cooperatively as part of a team.
10. Ability to exercise good judgement, initiative and resourcefulness in dealing with the public, elected officials, community leaders, subordinate staff and other professionals.
11. Ability to work under stress and use good judgment in critical situations.
12. Ability to work evenings, nights and weekends.
13. Skill in assembling information, analyzing data, preparing comprehensive and accurate reports, and formulating policy and service recommendations.
14. Must possess a valid State of Michigan driver’s license with a good driving record.
