JOB SUMMARY: Supervise and have responsible charge of skilled, semiskilled and/or unskilled workers engaged in one or more activities in a wastewater treatment plant and in lift stations which include the following areas/activities: laboratory, mechanical, facility maintenance, grounds maintenance, and operations; and perform related work as required.

ESSENTIAL JOB FUNCTIONS: An employee in this class may be called upon to do any or all of the following: (These examples do not include all of the tasks which the employee may be expected to perform.)
- Make work assignments to workers in facility, equipment, or grounds maintenance activities.
- Study production schedules and estimate man-hour requirements for completion of job assignments.
- Make regular inspections of work assignments, processes and equipment to insure proper job completion.
- Inspect work areas to insure that proper safety precautions are observed and proper maintenance procedures are being followed.
- Establish/adjust work procedures to meet schedules, using knowledge of machine capacities, equipment, processes, and personnel.
- Train employees on the proper use of equipment, in work operations, and/or maintenance/repair.
- Confer with other foremen to coordinate activities of individual departments.
- Recommend methods to improve equipment performance, working conditions and use of equipment in order to increase efficiency of shop, department and/or work crews.
- Troubleshoot, analyze and resolve work problems, or assist workers in solving work problems.
- Initiate or suggest plans to motivate workers to achieve work goals.
- Initiate or make personnel recommendations for employee promotions, transfers, discharges and disciplinary measures.
- Issue authorized discipline to employees to correct their behavior.
- Evaluate employee work performance and complete annual performance review.
- Interpret and enforce the following: City policies, City and State safety regulations, and health and environmental regulations for workers.
- Maintain time and production records.
- Assist in preparing budget estimates and evaluate need for authorized overtime scheduling.
- Estimate, requisition, and inspect materials/equipment.
- Prepare correspondence, reports, cost analyses and other reports and records as required.
- Answer citizens' questions pertaining to maintenance problems or work processes.
- Maintenance Foreman will troubleshoot problems and make recommendations for the appropriate course of action to include, electrical, mechanical, HVAC, and hydraulic systems.

PHYSICAL REQUIREMENTS AND WORKING CONDITIONS:
Expected to perform the following or it is a critical part of the position: Standing, sitting, walking, driving, lifting (0-25 lbs.), climbing, bending, squatting, reaching, grasping, holding, repetitive movements, reading, writing, eye-hand coordination, seeing (near and/or far, color, depth, field of vision), hearing, talking, using the telephone, contact with the general public. ENVIRONMENT: Wet surroundings, chemicals, high and low noise, high and low temperature, dust, vibrations, and working inside and outside.


Qualifications:
- Graduation from high school or GED equivalent.
- Possess a valid Michigan Driver's License.
- Two (2) years’ experience or a proven ability in supervising the work activities of a moderate sized group of employees engaged in a variety of skilled, semiskilled or unskilled work activities (see below for more details on experience).
- Knowledge of Wastewater Treatment Plant equipment, materials, processes, operations, and activities.
- Ability to prepare and maintain accurate records and reports.
- Ability to read and interpret drawings and specifications, including blueprints.
- Ability to communicate effectively in written and oral formats.
- Physically capable of performing tasks required of the position.
- Ability to establish and maintain harmonious working relationships with employees, peers, supervisors and the public.

Experience Requirements:
Wastewater Maintenance Foreman: two (2) years experience in three (3) of the following: metal machining, welding and cutting, plumbing, carpentry, mechanical equipment repair, millwright work, basic electrical repair, HVAC, computerized management and centrifugal pump overhaul; prefer knowledge of wastewater treatment plant processes and equipment; and course work in mechanical or construction trade work.
