JOB SUMMARY

Performs stormwater-related technical and analytical responsibilities within the District’s service area. Conducts complex discovery and preventative stormwater field inspections and condition assessments and recommends changes to inspection and maintenance schedules. Conducts technical hydrologic, hydraulic and geomorphological analysis using a range of software and tools on the cause and source of observed and reported debris, flooding, erosion and structural problems. Develops recommendations that are in compliance with local, state and federal laws for immediate and long-term monitoring, maintenance and construction projects. Initiates communication and maintains good public and interagency relations with property owners, agencies and communities. Performs other duties of a similar nature as required.

ESSENTIAL FUNCTIONS

- Conducts stormwater field inspections and condition assessments of a range of stormwater asset types, including streams, culverts, detention basins and bio-retention facilities. Analyzes and problem-solves issues related to stream dynamics and processes using hydrologic, hydraulic and geomorphological principles.

- Predicts potential impacts to stormwater assets on an individual asset, tributary or sub-watershed basis. Identifies the cause and source of flooding and erosion and makes initial recommendations for immediate and long-term monitoring, maintenance and construction projects.

- Performs stormwater field and maintenance project inspections as needed and on a scheduled basis, generates follow-up inspection and maintenance work orders, makes inspection and maintenance schedule recommendations, maintains and updates inspection and maintenance documentation in the maintenance management software system and analyzes trends in inspection and maintenance data.

- Monitors and assesses the existing and potential future condition of stormwater assets using District software, which may include GPS, ESRI Arc GIS, CMMS and hydrologic and hydraulic model results.

- Provides information and reports output, documentation control, partners with internal/external stakeholders to include all District departments, contractors, community officials and the general public.

- Responds to customer requests or inquiries from internal/external customers regarding operation, function and maintenance of stormwater drainage issues. Timely responds to service requests and inspection work orders, including generating customer reports based upon field inspections and condition assessments.

- Initiates communication with property owners, agencies and communities regarding necessary maintenance needs, scheduling inspections and follow-up visits. Makes recommendations to resolve operations deficiencies.

- Builds and maintains good public and interagency relations by encouraging and providing support and participation in District related activities that align with organization and stakeholder goals. Coordinates with federal, state and local officials to meet regulation standards and resolve stormwater control issues. Encourages coordination with member communities on activities within their borders.

- Coordinates with internal and external stakeholders regarding key initiatives as assigned.

- Participates in and/or leads department, project group and status meetings.

- Provides status reports (verbal and written) as needed to support project milestones, schedules and cost tracking.

- Manages contractors engaged in environmental audits and assessment.

- Performs other duties of a similar nature as may be required.



Qualifications:

MINIMUM JOB REQUIREMENTS

EDUCATION

Candidate must possess a Bachelor’s degree, preferably in Environmental Science, Civil Engineering, Water Resources, Geology, Hydrology or a closely related field.

EXPERIENCE

Candidate must possess three (3) years of experience in field stormwater inspection or stormwater master planning studies.

OTHER REQUIREMENTS

LICENSURE AND CERTIFICATIONS

Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

KNOWLEDGE, SKILLS AND ABILITIES

- Familiarity with ODOT Bridge and Culvert Inspections, ODNR Dam Safety Inspections and Rosgen streambank erosion inspection methodologies.

- The candidate must be able to successfully build and sustain positive and collaborative working relationships with internal, government, regulatory, community personnel and customers.

- Candidate must possess the ability to analyze, problem-solve and understand hydrologic, hydraulic and geomorphological principles.

PHYSICAL AND MENTAL REQUIREMENTS

While performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate, communicate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, climbing, balancing, stooping, kneeling, crouching, reaching, handling, fingering, feeling, talking and hearing. Ability to lift up to 25 lbs. often is required. Position will require visual demands of near acuity, far acuity, depth perception, accommodation and color vision. While working the employee will be exposed to extreme weather, atmospheric conditions, wet and/or humid conditions and confined/restricted working environments. Position required to perform confined space entry on the job. Employee must possess the ability to wear required respiratory protection devices in accordance with the District’s policy, including not having facial hair that interferes with the facepiece-to-face seal.
