The full performance level, class works under general direction & requires thorough knowledge of engineering in order to administer program activities of division, assist in providing solutions to engineering problems through the evaluation, selection and application of standard engineering techniques on a variety of engineering projects involving new construction and modifications to existing facilities, and administration of public health programs & supervise lower-level engineers &/or other technical staff.


Duties/Responsibilities
Perform or supervise health related investigations, studies, and other engineering and regulatory activities involving domestic water supply, sewage disposal, wastewater reuse, treatment systems, distribution and collection systems, wastewater treatment systems, recycled water systems, storm water, and a variety of related activities. Review or supervise the review of plans for water treatment plants, domestic water collection and distribution systems, wastewater treatment facilities, and disposal or reuse to determine compliance with health and engineering standards and regulations. Make and check engineering calculations, designs, drawings, maps and other engineering documents; prepare or review reports and recommendations on permit requests for construction or modification of water treatment plants, distribution and collection systems.

Evaluate unit operations and processes for water and wastewater distribution, collection, treatment efficiency; evaluate and recommend innovative process modifications and technologies. Collect samples, analyze lab data and conduct field tests to troubleshoot and resolve water and wastewater process problems. Review, analyze and prepare operational data and compile reports for each process area. Participate in the unit process operating strategies and annual operations plan preparations. Perform a variety of engineering computations and analyses using process simulation software for evaluation, optimization, and predictions of system/process performance.

Provide engineering and technical assistance in the development and delivery of capital improvement projects. Review conceptual, preliminary, and detailed design reports and provide written review comments. Perform flow and load calculations as an input to new design projects. Review design guidelines and establish their relevance to new design projects. Prepare technical reports, documentation, and memoranda. Participate in commissioning, post-construction process testing, and performance reviews. May seal plans as authorized and required.

Consult with and advise a variety of health and other public officials, engineers, attorneys, water consumer groups, and others on the public health aspects of domestic water treatment, wastewater treatment, recycled water programs, research projects, policies, and studies.

Support department(s) Asset Management program; work with others to leverage computer software systems to full capabilities.

Make presentations to interested groups on a variety of health related water matters and may direct or conduct research projects involving domestic water, wastewater treatment, recycled water, or other health related water research.

Remain abreast of new treatment technologies and processes and changing regulations, standards, and techniques. Conduct tours and participate in the preparation of training materials.

Performs miscellaneous duties as needed to ensure the effective and efficient operations of the Greene County Sanitary Engineering and County Government.

Qualifications:
Minimum Qualifications
Bachelor's degree (e.g. Engineering, Environmental Engineering, Water Resources Engineering or related field). Certificate of registration as professional engineer issued by Ohio Board of Registration for Professional Engineers & Surveyors; 36 mos. experience in one or more of the following environmental areas(e.g. Engineering; Environmental Engineering, Water Resources Engineering or related field); Valid Ohio Driver's License.

-Or equivalent of Minimum Class Qualifications for Employment noted above may be substituted for the education and/or experience required. Education and Experience may not be substituted for mandated licensure/certification.

POSITION SPECIFIC MINIMUM QUALIFICATIONS:
Registration as a Professional Engineer in Ohio. Must maintain registration.

Participates in review of engineering plans, special studies, programs, revisions of construction grants, permit processing, plant inspections & related activities; assists in counseling & training employees. Administers public health programs (e.g., wastewater, public drinking water treatment facilities/systems, land & air pollution control, cross-connection & backflow prevention) to ensure conformance with policies, procedures & state regulations for pollution control.

Reviews sites & plans for proposed wastewater and water facilities & recommends approval, disapproval or revisions necessary to comply with guidelines; inspects waste control facilities operations; writes reports to supervisor if any operational problems are found. Serves as consultant to owners, builders, managers, & other government agencies; assists office staff with interpretation & implementation of agency and governmental policies & guidelines.

Administers program activities of division (e.g., monitors inspection activities concerning municipal wastewater, air & land pollution, hazardous & solid waste facilities & processing of state & federal permit applications to install wastewater, air & land pollution, hazardous & solid waste treatment facilities, prepares appropriate permit specifying conditions to ensure compliance to state & federal regulations & guidelines).

Conducts training for personnel on operation & testing of environmental facilities; prepares & distributes informational & educational material concerning environmental engineering; handles citizen complaints concerning pollution.

Participates in professional engineering seminars & educational meetings for self-enrichment; prepares technical manuals & reports dealing with environmental engineering & pollution control.
