Description
The second managerial level. It is a two level series which is differentiated based on the size and complexity of the operations to which it is assigned. This class works under administrative direction & requires extensive knowledge of management principles/techniques, supervisory principles/techniques & public relations in order to plan, direct & coordinate activities of complex programmatic area with medium to large employee group having different functions, & supervise multiple lower-level section supervisors.

CLASSIFICATION STATUS:
This position is unclassified under ORC 124.11(A) (3b). An unclassified employee is not included in the classified service, is exempt from all required examinations and serves at the pleasure of the appointing authority.

Duties/Responsibilities

Ensures that Wastewater division is operating in compliance with federal, state and local laws, rules & regulations by monitoring performance of employees & process equipment & analyzing various testing reports: submits various reports to EPA & superiors within the Sanitary Engineering Department. Supervises management staff within division: sets priorities & assigns tasks accordingly; monitors performance & work quality of subordinates; interviews perspective employees; makes recommendations for hiring, disciplinary actions & termination; recommends employee requests for leave; assesses employee training needs & arranges necessary training sessions.

Develops long-term operational strategies for consistent & effective operations of plants: prepares & monitors division budget, defining present & future needs; obtains bids from vendors & ensures that proposed purchases meet budgetary constraints. Monitors facilities to determine where & when buildings & grounds are in need of attention or maintenance: manages on-going inventory of materials & equipment determining timetable & quantity of materials to be purchased.

Gathers data & collates information to prepare a variety of reports & correspondence for county officials, outside agencies & general public.

Acts as a liaison with other divisions, departments, agencies, contractors, organizations & general public: represents department at meetings & conferences; gives presentations to general public to acquaint them with processes, propose & department goals.

Performs miscellaneous emergency duties to assist in maintaining services under all conditions: performs emergency services to clear roads & walks; assists with operations during heavy workloads caused by storms or other unusual conditions.

Performs others duties of a similar nature or level as assigned.

Qualifications:
Minimum Qualifications
Completion of undergraduate core program in business or public administration or closely related area; 5 yrs. experience in business or public administration with 36 mos. of progressively responsible managerial and supervisory experience; valid Ohio Driver's License.

POSITION SPECIFIC MINIMUM QUALIFICATIONS:
Ohio Class IV Wastewater Certification

-Or equivalent of Minimum Class Qualifications for Employment noted above may be substituted for the education and/or experience required. Education and Experience may not be substituted for mandated licensure/certification.

Plans, directs & coordinates all activities of major division or multiple (i.e., two or more) sections, with each section headed by subordinate supervisory & monitors staff activities.

Plans, directs & coordinates personnel (e.g., reviews performance, conducts investigations, initiates and effectively recommends disciplinary action) & fiscal activities (e.g., develop/update capital improvement plan, develop/update equipment replacement schedule); develops & monitors budget; approves expenditures; administers recruitment, placement, classification & employee relations for division or multiple sections.

Analyzes (e.g., collects/analyzes data on various business functions, produces reports on business operations, develops efficiency measures) & develops policies & procedures of major division or sections; establishes goals & objectives. Maintains liaison with public officials, private agencies & general public; explains policies & programs; responds to telephone & written inquiries & complaints.
