Job Summary: The Supervisor will be under the general direction of the Public Works Manager. The Supervisor will be responsible for the day to day operations of crews made up of Equipment Operators, Maintenance Workers, Laborers and part-time Employees. These crews will be involved in the repair, installation and maintenance of the water distribution/wastewater collection systems. The Supervisor will be the responsible person in charge at these work sites and at the same time will personally participate in the work. The Supervisor is also the “competent person” on excavation sites as well as “the person in charge” during confined space entries. The Supervisor will evaluate the performance of the departmental personnel. This job also requires the Supervisor to be on call after normal working hours, to respond to emergency calls regarding the water distribution/wastewater collection systems. Orders will be received from the Public Works Manager in oral or written form. The Supervisor will assess the jobs and personnel, at which time assignments will be given to the crew and the work will begin. Supervision over crew members will be limited to issuing instructions, making assignments, explaining safety procedures, and upholding the rules and policies of the department.

Essential Duties and Responsibilities:
o Completes EPA reports, paper work and records necessary for normal operation of the department (e.g., Payroll, PO’s, Daily Worksheets, Invoices, Repair Records, Leave Requests).
o Supervises and works with crews installing and repairing water and sewer lines
o Supervises the annual fire hydrant flushing program
o Supervises the installation of fire hydrants and water taps.
o Will take part in the inspection and testing of waterlines in new developments
o Supervises the cleaning of sewer system
o Supervises the operation and repair of sewer lift stations.
o Investigates complaints from city residents regarding water leaks, flooding basements and other miscellaneous complaints associated with the sewer collection/water distribution systems
o Inspects work currently in progress to make sure the crews are working safely.
o Makes sure crews have the necessary tools and materials to complete the job.
o Checks to be sure that acceptable construction standards are being followed.
o Makes deliveries of tools and materials when needed.
o May have to explain to area residents the reason work is being performed and the duration of the work
o Orders supplies and tools when needed.
o Tracks inventory of equipment and parts for annual report.
o Prepares the annual report due at the end of each year with the assistance of the Public Works Manager.



Qualifications:
Minimum Qualifications for Employment:

• Possession of a High School Diploma or equivalent. Five (5) years of experience repairing sewer/water lines. Two (2) years experience in operating equipment necessary for completing the department’s assigned jobs.

• Possession of a valid class “A” commercial driver’s license with airbrake and tanker endorsement from the State of Ohio Motor Vehicle Department.

• Possession and maintenance of a valid State of Ohio Motor Vehicle Operator’s License and to maintain insurability with the City’s motor vehicle insurance carrier.

• Possess or obtain within two (2) years a Class II Water Distribution License and a Class II Wastewater Collection License from the State of Ohio EPA.
