GENERAL PURPOSE:
Under general direction, performs a variety of professional level duties to support the implementation of the Agency's sustainability program; conducts a wide range of research including quantitative and qualitative financial and statistical analysis to measure, model, forecast and improve environmental and sustainability performance. Serves as a technical and policy liaison for Agency-wide initiatives pertaining to environmental and sustainability policies and practices; develops and plans staff reports, and recommendations to set and implement sustainability goals and objectives; coordinates the work of consultants and staff across the agency.

Essential Functions
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.
• Plans, develops and executes moderate to complex data analysis for agency sustainability projects, such as greenhouse gas inventories, renewable energy assessments, energy use projections, sustainability metrics tracking, zero waste and diversion plans and strategies, among others. Recommendations to support the development of sustainability policies and practices across the agency.
• Executes primary and secondary research scopes of work, including literature reviews, interviews with industry experts, surveys, and data analysis. Synthesizes research findings into actionable business intelligence information.
• Develops quantitative environmental and sustainably focused tools for Sustainability Division, Operations and Finance including Excel spreadsheets and models. Utilizes MS Excel and other tools to develop high-quality work products. Performs financial analyses to assess the life cycle cost and total cost of ownership for agency decisions across departments. Supports agency implementation of Total Cost of Ownership policy. Provides quality control for agency analytical and research work products, including Excel spreadsheets, models, and tools developed by others.
• Manages consultant scopes of work and agency stakeholder processes to implement specific sustainability goals and annual sustainability targets; develops scopes of work and requests for proposals (RFPs) for sustainability/ESMS consulting service contracts and manages existing contracts; prepares scopes, schedules, and budgets associated with service contracts; and oversees and manages the consultant contracts once projects are underway.
• Coordinates program implementation with internal teams and advisory committees including making presentations, researching and drafting reports and coordinating meetings; prepares staff reports for Board actions, and coordinates briefings for Agency stakeholders.
• Supports the management of the Sustainability Division by coordinating work assigned to support staff and other junior staff in the Environmental Affairs and Sustainability Division.
• Provides support to the Division/Department on matters as directed; serves as staff on a variety committees as assigned; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, agency policies and procedures, rules and regulations.

Qualifications:
Minimum Qualifications
Education and Experience:
Bachelor's Degree in public policy, planning, energy management, economics, statistics, business administration, social science or closely related field, and three years of experience working in a role that involves quantitative research and analysis; OR an equivalent combination of education and experience. Master's degree or higher preferred.

Required Licenses or Certifications:
Valid Driver's License

Required Knowledge of:
• Financial modeling and forecasting.
• Energy modeling and forecasting.
• Familiarity with renewable energy technologies.
• Primary and secondary qualitative research.
• Project management techniques and principles.
• Advanced statistical methods.
• Contract management skills.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.
• Basic principles and practices of governmental budget preparation and administration.

Required Skills:
• Preparing and analyzing complex data and comprehensive reports.
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff in a highly matrixed organization.
• Establishing and maintaining effective working relationships with management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Effectively representing the Agency to outside individuals and agencies and preparing and presenting project and/or plan briefings and reports.
• Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
• Developing, writing, and reviewing contracts and agreements.
• Public policy analysis and development.
• Conducting economic, financial, and market research and analysis.
• Effective oral and written communication.
• Applying project management techniques and principles.
• Developing and monitoring program/project operating budgets, costs, and schedules.

Physical Demands/Work Environment
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
