JOB SUMMARY
Works closely with stormwater maintenance contractors and Sewer District staff to coordinate maintenance projects; review, evaluate, and provide suggested improvements to current maintenance projects; Maintains detailed documentation of all maintenance projects and findings. Provides on-site inspections during maintenance projects, ensures maintenance projects comply with Sewer District specifications, policies, procedures, and standards. Conducts technical stormwater asset condition assessments and assists in developing initial recommendations for immediate and long-term monitoring, maintenance, and construction projects. Initiates communication and maintains good public and interagency relations with property owners, agencies, and communities. Responds to customer complaints and inquiries as they relate to on-going maintenance projects. Performs other duties of a similar nature, as required.

ESSENTIAL FUNCTIONS
- Coordinates the planning, scoping, negotiating, cost estimating, quoting, purchase order development, regulatory approval, property access, scheduling, project implementation, invoicing, and payment process of maintenance projects.

- Provides on-site inspections during maintenance projects as needed and on a scheduled basis, including maintenance schedule recommendations, daily maintenance inspection reports, and inspection updates.

- Ensures maintenance projects comply with Sewer District specifications, policies, procedures, and standards.

- Analyzes, problem-solves, and understands steam dynamics and processes, hydrologic and hydraulic principles, understands structural failure modes and principles for typical bridge and culvert construction materials, including wood, masonry, concrete, and steel.

- Conducts technical stormwater asset condition assessments following a risk-based asset management approach on the cause & source of observed and reported debris, flooding, and erosion problems on an individual stormwater asset, tributary, or subwatershed basis.

- Assists with the overall documentation of structural integrity, hydraulic performance, and sediment and debris related maintenance projects on a range of stormwater asset types (including streams, culverts, ponds, dams, bio-retention facilities, infiltration trenches, and stormwater pipes) to Contractors, community officials, landowners, Sewer District departments, other external agencies, and the general public. Provides maintenance documentation and documentation control in the maintenance management software system, and analyzes trends in maintenance data.

- Assists with making initial recommendations for immediate and long-term monitoring, maintenance, and construction projects, including project prioritization and phasing.

- Assists with developing and facilitating stormwater maintenance related best practices, policies, and procedures to ensure appropriate positioning, consistency of processes, metrics, and quality of service.

- Assists with developing, reviewing, and making recommendations regarding maintenance specifications, contracts, and RFPs.

- Initiates communication with property owners, agencies, and communities regarding necessary maintenance needs. Makes recommendations to resolve operations deficiencies.

- Builds and maintains good public and interagency relations by encouraging and providing support and participation in Sewer District related activities that align with organization and stakeholder goals. Encourages coordination with member communities on maintenance activities within their borders.

- Responds to customer complaints or inquiries from internal/external customers regarding operation and maintenance of stormwater drainage issues. Properly responds to service request and performs work orders.

- Performs other duties of a similar nature as may be required.


Qualifications:

MINIMUM JOB REQUIREMENTS
EDUCATION
- Candidate must possess Bachelor degree, preferably in Engineering, Environmental Science, Geology, Hydrology or Hydrologic sciences or a closely related field.

EXPERIENCE
- Candidate must possess five (5) years of experience in performing predictive and/or preventive maintenance throughout waterways, streams, public water systems, and/or wastewater treatment systems. Experience in stormwater management and erosion and sedimentation control is strongly preferred.

- Experience must include three (3) years of effective managing medium to complex projects, facilitating significant cost saving methods, working in collaboration with internal and external stakeholders, assisting and serving as key contributor for managing department budget dollars, and successfully leading and/or supervising people, projects, and/or processes.

OTHER REQUIREMENTS
LICENSURE AND CERTIFICATIONS
- Candidate must possess Confined Space Entry certification.

- Preferred possession of CPESC or similar stormwater certification.

- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES
- Candidate must possess knowledge in performing predictive and/or preventive maintenance through waterways, streams, public water systems, and/or wastewater treatment systems. Knowledge of stream dynamics and processes is preferred.

- Candidate must possess must have excellent verbal and written communication, critical thinking, organizational skills, attention to detail, decision making and analytical skills. Candidate must also be able to effectively build and maintain relationships with various stakeholders, discern priorities and complete tasks effectively and efficiently, make informed decisions, and communicate with a wide variety of stakeholders. Experience with using ESRI GIS Software and field data collection tools is preferred.

- Candidate must possess the ability to be reliable and punctual in reporting to work as scheduled.


PHYSICAL AND MENTAL REQUIREMENTS
Must be able to spend up to 50% of time in the field in being exposed to various conditions such as, wet and/or humid climates, confined or restricted space, and noisy environment when working at or around construction sites. Must be able to remove manhole covers (using provided tool), which can weigh up to 100 pounds and drag them to a safe distance.
