Description of Job
This position is located with CDOT's Region 1 Right of Way (ROW) Unit, located in Denver. The ROW Unit defines, values, and negotiates the acquisition of real property interests needed for the development and maintenance of the State transportation system in Region 1. Region 1 has a large local agency program (LPA), which is a subset of Region projects, whereby local governments modify state highway facilities or apply for, receive, and use federal-aid transportation funds in their projects (which may or may not modify state highways); the ROW Unit oversees these projects and ensures compliance with state and federal requirements. There are 4 Field Survey/ROW Plan Units within Region 1, which exist to: (i) perform field surveys of the existing condition, which is then provided to engineering as the foundation of all engineering designs, (ii) prepare right of way plans for all projects requiring ROW acquisition, and (iii) perform many other survey, ROW plans and property management functions, including setting and maintaining control monuments, setting monuments marking the boundary of CDOT ROW, responding to requests from customers for ROW plans and survey information and maintaining the Region's vast right of way plans and survey control database.
This position manages projects and works with the field survey staff and ROW Plan Coordinator to: determine schedules; organize and facilitate survey project meetings and ROW plan reviews; conduct and review field surveys and monumentation; research, prepare, sign, seal and record Land Survey Control Diagrams and ROW plans; write legal descriptions; and provide oversight and guidance to consultant and LPA managed projects.
Major duties and responsibilities include, but are not limited to:
Gather information about location and ownership of existing State Highway ROW and adjoining property by researching public records, prior survey records, ROW Plans, Title Commitments and BLM field records;
Reconcile property ownership to determine impacted ownerships, order title work, and examine to ascertain whether documents are missing and which documents affect ownership; compile and organize survey control data used;
Request permission to enter on private properties for survey crew and coordinate with other specialty units that may also need access;
Organize, sort and file all survey/right of way plans, plats, maps and title information for survey/plan units;
Perform field surveys to recover ROW Monuments, land corners and other property evidence; verify consultant work regarding placement and marking of proposed ROW Monuments;
Operate, check, maintain, and train others on field survey equipment, Total Stations, Levels, and GPS receivers for project control, topographic and ROW surveys; ensure equipment calibration and servicing; install new firmware/software for data collectors and computers when required;
Create ROW Plans by drawing, labeling and annotating ROW lines, property lines, topography and other features using MicroStation;
Calculate areas of land parcels and easements to be acquired using mathematics and computer software; create descriptions of those parcels and easements from research and computations;
Stamp and sign ROW Plans and descriptions as required by State Law;
Provide estimated schedules for field surveying and/or ROW plan preparation;
Educate field crews in the techniques and methods related to CDOT field surveying, safety practices, survey data reduction, ownership research and the use of software common to the practice of Land Surveying such as Trimble Business CenterX;
Review LPA (Local Public Agency) Right of Way plans and survey projects for compliance with CDOT standards and Federal regulations (e.g. FHWA);
Represent the ROW Plans / Survey specialty unit in meetings (including scoping, field inspection review, final office review, Plan Status, etc.) as well as conducting pre-survey meetings;
Respond to requests for information from internal and external customers to the Department;
Other job duties as assigned.
Primarily 7:00 am – 4:00 pm work hours, Monday-Friday
Approximately 25% spent in the field, 75% spent in the office.
Travel required during work hours throughout Metro Denver
Required to operate CDOT vehicles
Required to lift 50 lbs. and traverse steep terrain while carrying equipment.
Ability to work outdoors in cold or hot weather, around heavy traffic areas.

Valid Professional Land Surveyor license from the Colorado DORA State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
A current valid driver's license is required for this position as it requires operating a state or personal motor vehicle to perform one or more essential functions of the position.
Stronger candidates will be those that demonstrate depth and breadth of skill and ability, through a combination of professional experience and formal training, to successfully perform the duties and responsibilities of this position.
The Exceptional Applicant will be an experienced land surveyor and will possess the proven ability or accomplishment in the following:
Demonstrated success with the duties listed in the Description of the Job section;
Highest work/personal ethics and integrity;
Knowledge and experience in reading and interpreting ROW plans and engineering project plans;
Demonstrated experience in identifying/resolving land survey and property ownership issues by utilizing land surveying principles and by applying State statutes and regulations pertaining to land surveying and real property;
Experience attending pre-construction meetings to address survey and land ownership concerns;
Proficiency in the use of survey equipment, software, and technology;
Experience interpreting survey data and technical information;
Experience creating right-of-way plans using recent CAD software such as MicroStation SS2, SS4 or Civil 3D;
Experience writing legal descriptions, interpreting deeds and analyzing boundaries;
Demonstrated experience determining efficient and effective survey methods to be used for obtaining topographic data, positions on boundary evidence, construction staking, and monumentation;
Experience training and mentoring others in survey practices;
Ability to work under tight deadlines and be adaptable to changing assignments;
Ability to take initiative to solve problems in an innovative manner;
Ability to work with general public, professional, consultants, and staff, with sensitivity to their needs, priorities, schedules and commitments;
Ability to negotiate mutually acceptable solutions and build consensus through give and take;
